Message from Our Leaders

Dear Partners, Stakeholders, and Community Members,

It is with deep gratitude and pride that we reflect on the remarkable progress CareerSource Tampa Bay achieved during the program year from July 1, 2023, to June 30, 2024. This period was marked by significant change and transition, but also by strong performance, continued innovation, and unwavering commitment to our mission. When we were appointed by the Board of Directors—and affirmed by the Hillsborough County Board of County Commissioners—to serve as Co- Interim Chief Executive Officers, we embraced the opportunity with a shared vision of maintaining excellence while guiding the organization through a time of transformation. Together, we ensured the organization continued to operate smoothly, with stability and integrity at every level. Despite the challenges that come with leadership transition and a state-mandated merger with CareerSource Pinellas on the horizon, CareerSource Tampa Bay not only stayed the course—we excelled. We are proud to report that during this time, we maintained our top “A” grade by the Florida Department of Commerce under the REACH Act, met or exceeded 17 out of 18 state performance measures, and laid the groundwork for a successful future. These accomplishments are a testament to the professionalism and dedication of our team and the support of our community partners. Throughout the year, we strategically prepared for consolidation with our neighboring region. That preparation—supported by careful planning, thoughtful stakeholder engagement, and collaboration with the Hillsborough County Board of County Commissioners and staff —culminated in the successful merger of our workforce boards on June 30, 2024. While this milestone technically falls outside the scope of this report, the planning and execution began in earnest during this reporting period and is a direct result of our efforts. Additionally, we finalized and implemented a new interlocal agreement and updated bylaws, established our Hillsborough/Pinellas Workforce Development Consortium, and completed a thorough legal review with our legal counsel to ensure compliance and transparency. We also completed a successful financial audit resulting in an unmodified opinion, reinforcing the fiscal strength and integrity of our operations. As we look back on this transformative year, we are honored to have led CareerSource Tampa Bay during this pivotal chapter. We thank our Board of Directors, staff, partners, and community stakeholders for their continued trust and support. Together, we are building a stronger, more unified workforce system—one that continues to empower individuals and drive economic growth throughout our region.

CareerSource Tampa Bay (CSTB) is a 501 (c)(3) non-profit organization and the designated local workforce development board for Hillsborough County, Florida. Through effective community partnerships, CareerSource Tampa Bay provides workforce and economic development resources to local businesses and serves as the base of employment and training services to a community of more than 1.5 million residents. CareerSource Tampa Bay advanced its commitment to equitable employment through strategic initiatives in the past year, including the development of a Good Jobs and Equity framework, empowering job seekers and employers with tools to assess and promote high-quality employment. The MyJourney Career Success Workshops, in partnership with local schools and juvenile justice facilities, provided crucial career development support to youth, guiding them toward viable career pathways. CSTB's veteran programs, recognized statewide for excellence, facilitated successful transitions for veterans like Theodore "Ted" Mugnier and honored staff member Ted Davis with the DVOP of the Year Award, demonstrating a comprehensive approach to serving diverse populations and fostering economic growth within the region.

Good Jobs and Equity

MyJourney Career Success Workshops

As a Results for America-funded Good Jobs and Equity Project grantee, CSTB recognizes the dramatic impact possible when individuals have an opportunity for equitable, high-quality employment. In partnership with Results for America and the Families and Workers Fund, CSTB developed a job quality framework that helps job seekers identify opportunities that best fit their needs and helps employers recruit and retain top talent. Four pillars guide our framework: Pay and Benefits, Career Training and Advancement, Workplace Culture and Environment, and Employee and Family Support. Resources for individuals include guidance on assessing opportunities for job quality and identifying employers who meet these criteria. Employer resources include an Employer Toolkit with assessments, events, webinars, workshops, updated job order form to include additional data on quality frameworks, surveys, and a Good Jobs Dashboard scorecard regarding alignment and measurement with the Good Jobs principles.

Developed by CSTB and held in partnership with Hillsborough County Schools and the Florida Department of Juvenile Justice, MyJourney Career Success Workshops educate, engage and motivate high school youth to take control of their career journey toward a living wage, upwardly mobile career. Each workshop consists of multiple sessions that cover career exploration, career planning, career barrier navigation, and job readiness. The curriculum is based on youth success research and storytelling techniques. In 2024, MyJourney Career Success Workshops were conducted in over twenty Hillsborough County public high schools and at five Department of Juvenile Justice residential facilities located in Hillsborough County.

The goal for this project is to create a sustainable, impactful, no cost focus on quality jobs within the WIOA system.

Veterans, Transitioning Service Members and Spouses

Championing Veteran Employment and Achieving Statewide Recognition This past year, CareerSource Tampa Bay (CSTB) significantly amplified its commitment to veteran employment in Hillsborough County, demonstrating exceptional dedication and impactful results. Through strategic initiatives and robust partnerships, CSTB successfully bridged the gap between military service and civilian careers for numerous veterans. CSTB's proactive approach included organizing highly effective career fairs, such as the Paychecks for Patriots event, and targeted outreach programs like the American Legion Post 26 Stand Down. These events provided crucial connections between veterans and employers. Collaborations with key organizations, including the James A. Haley VA Hospital, the Hillsborough County Sheriff's Office, and New Beginnings of Tampa, enabled CSTB to provide tailored support to diverse veteran populations, encompassing incarcerated and homeless individuals. CSTB's comprehensive programs, such as the Veterans Resurgence Program, FDOT Veteran Training Academy, and Get There Faster initiative, delivered valuable training and career opportunities, empowering veterans to achieve their professional goals. The Veteran Networking Group (VNG) fostered essential networking and skill-building opportunities, while the Military Family Employment Advocacy Program (MFEA) extended vital support to military families. By establishing strategic community access points, CSTB ensured veterans received comprehensive and accessible services, exemplified by the success story of Ms. Margarita Bess, who secured a high-paying position through CSTB’s personalized career support. These efforts culminated in CSTB receiving the prestigious 2023 Veterans' Performance Incentive Award from FloridaCommerce. This recognition, presented at the Third Annual Veterans Workforce Summit, acknowledges CSTB's outstanding commitment and demonstrated improvements in serving Florida's veterans. The summit, emphasizing Florida's status as the nation's most veteran-friendly state, provided valuable training to further enhance support for veterans and their families.

Theodore “Ted” Mugnier Get There Faster Program

CareerSource Tampa Bay's Get There Faster Veterans Program continues to demonstrate its effectiveness in supporting the successful transition of military personnel to civilian careers. Theodore "Ted" Mugnier, a dedicated Marine Corps veteran with 21 years of service, exemplifies this success. Upon retiring from the Marines, Ted sought to leverage his extensive experience in the civilian workforce. His distinguished military career, which included developing comprehensive training programs and conducting critical cyber intelligence missions, equipped him with a unique and highly sought-after skill set. Through the Get There Faster Veterans Program, Ted received personalized career guidance, skills translation assistance, and access to valuable networking opportunities. This tailored support enabled him to effectively articulate his military experience and translate it into compelling qualifications for civilian employers. As a result, Ted successfully transitioned into a fulfilling civilian career, demonstrating the program's vital role in empowering veterans to achieve their professional goals. His success story underscores CareerSource Tampa Bay's commitment to serving those who have served our nation, ensuring their valuable skills and experience contribute to the region's economic growth.

January 14-16, 2024 In partnership with the Florida Department of Transportation, CareerSource Tampa Bay hosted a three-day training bootcamp in Hillsborough County. This initiative provided veterans with training opportunities in roadway construction and infrastructure, connecting

During her visit, she participated in board and subcommittee meetings, toured various facilities, and highlighted workforce initiatives, including Sail Future Academy, Boyd Hill Nature Preserve, Pinellas Technical College, New Beginnings of Tampa, and the ACE program at Ultimate Medical Academy.

April 16, 2024 CareerSource Tampa Bay hosted the "Springtime When Opportunities Blossom" job fair at the American Legion Post 26 in Plant City. This event aimed to connect job seekers with local employers, fostering community engagement and employment opportunities within the region.

November 2023 CareerSource Tampa Bay’s Tampa Bay Hires program celebrated the Penn Foster Graduation, honoring individuals who earned their high school diplomas through the online program with support from workforce development initiatives.

May 16, 2024 The CareerSource Tampa Bay Board of Directors appointed Sheila Doyle, the organization's Chief Financial Officer, as the sole interim CEO. This leadership change aimed to provide clear guidance during the transition period leading up to the merger with CareerSource Pinellas.

This co- leadership arrangement began in December 2023 following the departure of former CEO John Flanagan, who left to assume the position of Commissioner of Labor and Employment Services with the City of Atlanta.

April 11, 2024 In partnership with Job News USA, CareerSource Tampa Bay co-hosted a hiring event at George M. Steinbrenner Field in Tampa. The fair featured over 20 companies offering more than 1,000 job opportunities across various industries, providing attendees with direct access to potential employers.

April 2024 CareerSource Tampa Bay opened employer applications for the 2024 Tampa Bay Summer Hires program. This initiative offers young adults six-week paid internships, scheduled from June 17 to July 26, 2024, allowing them to gain valuable work experience and skills.

August 23, 2023 CareerSource Tampa Bay collaborated with the Tampa Housing Authority to host the Second Chance Job Fair. This event aimed to assist job seekers with challenging backgrounds in finding employment opportunities, bringing together community partners and background- friendly employers.

Community Impact CSTB delivered significant workforce development outcomes this past year, demonstrating a strong commitment to serving both individuals and employers in Hillsborough County. CSTB provided access to employment services and training programs to 20,914 individuals, resulting in 4,466 successful job placements through personalized guidance, workshops, and employer connections. Notably, CSTB expanded its support to the business community, serving 3,797 employers with no-cost resources for recruitment, training, and retention—a remarkable 37% increase from the previous year. CSTB effectively utilized virtual services and workshops to reach a broad audience, recording 5,246 virtual service interactions and 5,972 workshop attendees. Additionally, CSTB facilitated enrollments in key programs, including 10,732 individuals in Wagner-Peyser services and 292 in occupational skills training. The organization's commitment to diverse training pathways is further evidenced by successful enrollments in WIOA programs, apprenticeships, and on-the-job training initiatives, as detailed in the accompanying chart.

WIOA Adult & Dislocated Worker Program

This year, the WIOA Adult and Dislocated Worker programs demonstrated a significant commitment to workforce development, serving a combined total of 588 individuals. The Adult program, with its broader reach, served 503 participants, achieving a 48.13% entered employment rate and facilitating the attainment of 287 credentials. Participants in this program secured median and average wages of $18.95 and $22.13, respectively, indicating positive economic outcomes. The Dislocated Worker program provided targeted support to 85 individuals, achieving a 43.48% entered employment rate and a remarkable 64 credential attainments. This program yielded slightly higher wages, with a median of $19.00 and an average of $24.51, reflecting the program's success in re-skilling individuals for higher-paying positions. Both programs demonstrated effectiveness in providing training and facilitating job placements, with a strong emphasis on credential attainment as a key driver of participant success.

The WIOA Adult program witnessed numerous transformative stories, none more compelling than Yadira's. After a challenging six-month period of unemployment, Yadira, a dedicated single mother of two, sought to elevate her healthcare career beyond her previous medical assistant certification, acquired through WIOA Youth services. Recognizing her need for increased earning potential to support her family, she enrolled in the Diagnostic Medical Sonography Associate of Science Degree program at Southern Technical College. Yadira's journey was marked by unwavering determination. Balancing the demands of parenthood with rigorous academic study, she consistently excelled, maintaining an impressive 3.72 GPA. In June 2024, her hard work culminated in graduation, a testament to her resilience and commitment. Just two months later, Yadira's dedication paid off as she secured a position as an Ultrasonographer I at Lakeland Regional Hospital, transitioning from unemployment to a rewarding career earning $42.00 per hour. Yadira's story exemplifies the life-changing impact of the WIOA Adult program. Through access to education and training, she not only achieved her professional goals but also secured a stable future for her family. Her success underscores the program's vital role in empowering individuals to overcome barriers and achieve economic self-sufficiency.

Our youth program serves Hillsborough County residents between the ages of 16-24 years old, who are in or out of school, have barriers to employment, and are motivated to start a training program or gain hands-on experience. Courtney Goodyear's journey stands as a shining example of resilience and achievement; despite physical limitations requiring her to remain homebound, Courtney excelled through WIOA Youth and Penn Foster’s program remote learning program, graduating with distinction. She immediately transitioned into a thriving career as a social media content editor, and is already negotiating for a full time position, demonstrating her exceptional skills and drive. Driven by a passion for computers and game design, Courtney is now poised to further her education at Full Sail University, pursuing a game design certification remotely. Her success underscores the growing viability and importance of remote work and education, and serves as an inspiration, proving that determination and technology can overcome any obstacle, and that true success is measured by the ability to thrive, regardless of circumstance.

CareerSource Florida Get There Faster WIOA Competitive Grant $3,089,416

July 1, 2022 – June 30, 2025

In collaboration with CareerSource Polk, this program provides training and employment services to 250 veterans, transitioning service members and military spouses, with a focus on the IT and Aviation sectors. This initiative will also develop a regional Veterans Ecosystem consisting of community asset mapping, career pathways development and Veteran Services Advisory Network. This grant has enabled CSTB to push beyond traditional workforce models to empower participants through career counseling, peer support from fellow veterans, job development and advocacy, and connections to community resources. The grant’s support services and training scholarships help participants break through barriers such as poverty and homelessness to achieve career growth and economic independence. Now in our final year, the Get There Faster grant continues to expand current training and resources to address regional needs for veterans, transitioning service members and military spouses by providing valuable employment training, employment, and support programs. The program has notably supported a diverse and underserved group, with 90% of participants identified as low income. Additionally, 42% of participants have a disability rating of 30% or higher, and 30% were unemployed for 27 weeks or more prior to enrolling in the program.

Tampa Bay Summer Hires

United Way Suncoast $260,000

Since launching in 2019, Tampa Bay Summer Hires (TBSH), has provided more than 2,500 low-income and disadvantaged youth with paid work experience and access to career exploration activities, work readiness skills and financial literacy training. Youth can participate in one of three tracks offered over the course of 4-8 weeks: Paid Work Experience, Virtual Career Exploration and Leadership Academy. Youth also participate in a youth summit; receive financial literacy education and employability skills training; and earn incentives, certifications and credentials during program participation. United Way Suncoast awarded CareerSource Tampa Bay (now CareerSource Hillsborough Pinellas) a $260,000, three-year grant to support the Tampa Bay Summer Hires program, which provides paid work experience, career exploration, and leadership training services to underserved Hillsborough County youth. This Community Investment Fund grant provides additional funding to youth who may not qualify for state and federal workforce programs, such as young adults from ALICE (Asset-Limit, Income-Constrained, Employed) families.

Florida Medical Clinic Foundation of Caring $9,244 In a second year of funding, Florida Medical Clinic Foundation of Caring awarded CareerSource Tampa Bay (now CareerSource Hillsborough Pinellas) a $9,244 grant to support the Tampa Bay Summer Hires program, which provides paid work experience, career exploration, and leadership training services to underserved Hillsborough County youth. This grant provides additional funding to youth who may not qualify for state and federal workforce programs.

Stories That Inspire Us

Ashanti Mcintosh RESEA Program

Following the loss of her Business Analyst position in late 2023, Ms. Mcintosh sought assistance, attending her RESEA appointment with Specialist Miesha Lott on April 10, 2024. Despite holding a master’s degree and possessing a diverse skill set, Ms. Mcintosh benefited significantly from our tailored support. She was connected with Employability Skills Training workshops, the Employ Florida virtual recruiter, and received valuable resume review assistance. To further enhance her qualifications, she utilized the Alison training platform to strengthen her HR and Data Compliance skills. Encouraged to participate in monthly networking events, Ms. Mcintosh actively pursued her career goals. This comprehensive approach culminated in a successful job offer from Centene as a Business Analyst, commencing on May 28, 2024, with an annual salary of $75,000. United Way Suncoast funded research conducted by CareerSource Tampa Bay to identify factors and strategies to increase the success of youth and inform their community investments, initiatives and targets. The United Way Suncoast (Youth Success Project) Final Report was published in October 2023. CSTB also contracted Trailhead Strategies to publish an opportunity youth report, Finding Tomorrow’s Talent Today: Reconnecting Youth to Opportunity in August 2023

Workshop topics include Basic Computer Skills, Crafting a Marketable Resume, Panel Interviewing, Good Jobs: Job Quality and Good Employers, and Interviewing Basics offered in Spanish. Focus on priority populations such as veterans, transitioning service members, and eligible spouses.

Significant Social Media Growth: Achieved a 7.9% audience increase, a 55.3% net audience growth, and a 29.9% rise in total engagements, driven by a 117.6% surge in engagement rate and a 270.7% increase in video views, particularly on TikTok and LinkedIn. Strong Broadcast Earned Media Performance: Reached 1,168,308 local viewers with broadcast media, generating a publicity value of $62,900.28, highlighting effective media relations.

Community Resource Search Tool : This services navigator is an online system that allows individuals to easily search for programs and services across Hillsborough County targeted specifically to meet your needs. Financial Audits : The result of the external financial statement audits is a testament to the entity’s commitment to a system of strong internal controls and processes that promote compliance with certain provisions of laws, regulations, contracts, and grant agreements. For the fiscal years ending June 30, 2023, 2022 and 2021, the results of the audits identified no deficiencies in internal control over financial reporting identified, no instances of noncompliance, unmodified opinion, and low-risk auditee. An unmodified opinion is the best possible outcome for an entity undergoing an audit. It is the gold standard for financial reporting and assures stakeholders the financial statements are accurate and reliable. Low-risk auditee is based on past audit history and denotes strong internal controls in place to prevent errors, fraud and clean record in terms of financial reporting.

Financials As a non-profit organization, we rely on external funding to support our day-to-day operations. Most of our resources are provided through the Workforce Innovation and Opportunity Act (WIOA) under the Employment and Training Administration of the United States Department of Labor (USDOL) and the Florida Department of Commerce (FloridaCommerce). Additional funding is provided by the USDOL through Wagner-Peyser and the State of Florida as we support programs such as Welfare Transition, Supplemental Nutritional Assistance Program (SNAP), and Temporary Assistance for Needy Families (TANF). We also pursue additional funding by applying for grants.

Outreach & Marketing The CSTB marketing and PR team supports all departments through event management, content creation, and media relations.
