Job Description

The post holder will direct complex, high-value strategic estates projects for the University, providing senior leadership both within the Estates and Facilities Directorate and across the University, with overall delivery accountability for these projects and a direct reporting line to the Director of Estates Development. The primary purpose of the role is to ensure that projects are delivered within the agreed parameters for scope, budget and programme of work, to identify and implement opportunities for the improvement of these as far as possible, and to ensure proactive stakeholder management across the University and with external partners. Main duties and responsibilities • Provide effective senior leadership and project management on complex, high-value strategic capital projects emerging from the Estate Strategy, including major new-build and refurbishment works. • Build a strong relationship and act as the primary point of contact with the Senior Project Sponsor(s), providing professional high level project advice and leadership on matters of the brief, programme of work, budget, quality, stakeholder management and communications. Agree, set, monitor and review project-specific goals/targets. • Provide professional advice and leadership to all appropriate stakeholders on options throughout the briefing and design process, to achieve targets and provide innovative solutions to resolve complex challenges. • Develop an effective project management structure, including the development of Project Initiation Documents, Project Execution Plans, Risk Register and Project Board Reports that also meet the needs of external funders, where applicable. • Co-ordinate across stakeholders to agree budgets and expenditure profiles with appropriate contingency funds and assist in the securing and distribution of grants and other inward investment. • Support the development and approval of the Full Business Case(s) and ensure clear identification of benefits to be realised. • Monitor and control all project-related matters (including financial, programme, quality, health and safety, environmental sustainability) and advise internal leaders, project boards and other appropriate committees at the earliest opportunity of significant risk management issues and contingency planning, as appropriate.

Job context The Estates and Facilities Directorate is responsible for planning, creating and operating the University’s Estate, Facilities and Commercial Services. The Queen Mary University of London Estate currently provides over 230,000m2 of academic and residential accommodation on three main campuses at Mile End, Whitechapel and Charterhouse Square, with further property holdings at West Smithfield and Lincoln’s Inn Fields. The Estate needs to support the University’s standing as an ambitious and research- intensive Russell Group institution and comprises a wide range of research, teaching and learning facilities in addition to student residences and recreational space. The Queen Mary ‘2030 Strategy’ sets out an ambitious growth vision for the next 10 years and is underpinned by a suite of Enabling Plans. The ‘Infrastructure Enabling Plan’ combines the direction of travel for both the physical and digital estate, with a joint investment programme in excess of £800m, therefore the careful and timely development of the London Estate is a critical and strategic enabler. As part of the Infrastructure Enabling Plan, the Estates Development team is currently developing a new Estate Strategy. This will establish the holistic long-term framework for development and operation of the University’s physical environment and facilities, ensuring that its campuses are attractive, vibrant, inspiring, sustainable, safe and secure places to study, work and live over the coming years. The Estate Strategy is being developed to

remain adaptable in the face of ongoing economic, social and environmental uncertainty, and will be responsive to the demands and emerging trends within the higher education sector. Once approved, the Estate Strategy will be implemented through a series of Campus Masterplans that are being created to illustrate specific development proposals, demonstrating how the projected level of academic growth will be accommodated and how spaces will be upgraded in line with the ‘6 Facets’ (i.e. condition, functional suitability, space utilisation, quality, statutory compliance and environmental management). The Campus Masterplanning process will define a programme of prioritised capital projects for implementation, and the Estates Development team is seeking to recruit a new Project Director to lead the delivery of major projects within this programme. Job purpose Given the scale of Estate Strategy development challenges, there is a need to further invest in our ability to plan and deliver large-scale investment programmes at quality and at pace. As such, the Project Director role is essential in ensuring the Estates Development team has the capability and capacity to meet these challenges. A key element of the role is the engagement and management of a wide range of internal and external stakeholders, a focus on strategic outcomes and benefits, and the experience to manage complex problems with a high degree of tact and agility.

• Establish effective change management project governance, to robustly safeguard the University’s interests and ensure value for money is achieved. • Make recommendations in terms of strategic partnering opportunities and negotiate design and construction contracts to ensure value for money and delivery to agreed targets. • Supervise staff, external consultants, project teams and contractors, forge effective relationships and communicate effectively with all project stakeholders in the most appropriate manner, consulting with and reporting to appropriate committees and acting upon feedback as appropriate. • Lead the Consultant (External) Project Manager and design team in obtaining and developing comprehensive design briefs for projects from a wide range of internal and external clients, ensuring statutory and contractual obligations are fully discharged in respect of procurement, design, construction, delivery and handover of all projects. • Produce high-quality performance and progress monitoring reports and tender documentation for the engagement and leadership of consultants and contractors, in accordance with procedures, levels of delegated authority and financial control/audit requirements. • Manage client liaison meetings, recording all necessary information and correspondence and ensuring actions are monitored and closed-out in a timely manner. • Obtain all necessary approvals to ensure continuous development of strategic projects. • Contribute to the development of customer-focused services, promoting the Estates and Facilities Directorate by establishing and maintaining excellent working relationships throughout the University. • Within the area of delegated responsibility and operation, ensure all activities are carried out in accordance with the requirements of the University and all relevant legislation. • Build effective relationships with planning authorities at both borough and city level. Develop detailed working knowledge of relevant local plans. Work with community and engagement colleagues to be fully versed in the local agenda at campus and borough level as well as across East London. • Contribute to the overall development of the University Estate and represent the University at both internal and external committees and meetings. • Ensure Strategic Estates projects are fully aligned with and support the overall Infrastructure Enabling Plan and relevant Campus Masterplans. • Promote and communicate the benefits and impact of Strategic Estates projects to the University community, neighbours, and statutory authorities. • Contribute positively, and provide thought leadership, to the Estates and Facilities Directorate Senior Management Team, to ensure continuous improvement and professionalisation of Estates Management and Development. Person Specification

Qualifications • A degree or recognised qualification in a Building, Architecture, Engineering, Construction or Project Management related discipline. • Member of a relevant professional body. • Professional/leadership CPD/further training/ development. Experience/Knowledge • Significant experience in the delivery of multi- million pound, multiple project capital building programmes including new build, building extension and refurbishment in busy operational sites. • Broad and deep knowledge and understanding of planning policy and regulations, building regulations, contract law, construction management, appointment and management of external design teams. • Experience of leading complex and large-scale new build and major refurbishment projects in research intensive environments such as medical & life sciences. • Possessing the capability, credibility and experience to lead a team of experienced project management professionals.

• Demonstrable experience of building credibility and influence with senior internal/external stakeholders. • To have broad experience of development of large organisational estate strategies and specifically development of master planning. • Experience in senior programme/project management within a similar diverse portfolio. • Experience of leading the embryonic stages of projects including elements such as business case development, feasibility and option appraisal, strategic brief development and concept design. • A detailed understanding of design and construction procurement options and ability to work with the University’s Procurement team to ensure compliance. Experience in different procurement strategies and construction contracts/consultant appointments. • Significant experience in reviewing and managing risk and implementing systems to achieve effective mitigation action. • Experience of leading, developing, managing and motivating a diverse team of Project Managers and project support. • Evidence of successful project handovers to operational Estates teams.
