• Establish effective change management project governance, to robustly safeguard the University’s interests and ensure value for money is achieved. • Make recommendations in terms of strategic partnering opportunities and negotiate design and construction contracts to ensure value for money and delivery to agreed targets. • Supervise staff, external consultants, project teams and contractors, forge effective relationships and communicate effectively with all project stakeholders in the most appropriate manner, consulting with and reporting to appropriate committees and acting upon feedback as appropriate. • Lead the Consultant (External) Project Manager and design team in obtaining and developing comprehensive design briefs for projects from a wide range of internal and external clients, ensuring statutory and contractual obligations are fully discharged in respect of procurement, design, construction, delivery and handover of all projects. • Produce high-quality performance and progress monitoring reports and tender documentation for the engagement and leadership of consultants and contractors, in accordance with procedures, levels of delegated authority and financial control/audit requirements. • Manage client liaison meetings, recording all necessary information and correspondence and ensuring actions are monitored and closed-out in a timely manner. • Obtain all necessary approvals to ensure continuous development of strategic projects. • Contribute to the development of customer-focused services, promoting the Estates and Facilities Directorate by establishing and maintaining excellent working relationships throughout the University. • Within the area of delegated responsibility and operation, ensure all activities are carried out in accordance with the requirements of the University and all relevant legislation. • Build effective relationships with planning authorities at both borough and city level. Develop detailed working knowledge of relevant local plans. Work with community and engagement colleagues to be fully versed in the local agenda at campus and borough level as well as across East London. • Contribute to the overall development of the University Estate and represent the University at both internal and external committees and meetings. • Ensure Strategic Estates projects are fully aligned with and support the overall Infrastructure Enabling Plan and relevant Campus Masterplans. • Promote and communicate the benefits and impact of Strategic Estates projects to the University community, neighbours, and statutory authorities. • Contribute positively, and provide thought leadership, to the Estates and Facilities Directorate Senior Management Team, to ensure continuous improvement and professionalisation of Estates Management and Development. The above list of responsibilities is not exhaustive and the jobholder may be required to undertake other duties commensurate with the level of the role, as reasonably requested by their line manager.
