Eastern warden caucus elects new leader

Ontario Wardens Caucus (EOWC) gathers to set goals for the coming year. The recent two-day summit in Kingston saw economic development continues as top priority for the caucus going into 2013 with financial sustainability for member municipalities a strong second. “This year we are focusing on two key pri- orities,” stated Holman. “They are economic development and the strategies need to support new growth, and continuing our fi- nancial sustainability research and analysis on key sectors like water and wastewater, waste management and social housing that support our advocacy efforts.” For the first priority the EOWC plans to create an Eastern Ontario Economic De- velopment Strategy. Development of the strategy will require working with the cau-

cus’ partners at the federal and provincial level along with consulting with the City of Ottawa’s own economic development de- partment and its counterparts among the municipalities and county offices through- out Eastern Ontario, including Community Futures Development Corporations (CFDC), First Nations, and regional health and edu- cation groups. The strategy will cover a variety of topics including business retention, skills devel- opment, completion of the Eastern Ontario Regional Network (EORN) project aimed at providing high-speed Internet access to all parts of Eastern Ontario, and the current Al- gonquin land claim in parts of the region. Concerning financial sustainability for municipalities the EOWC will expand on its past research efforts about the chal-

lenges communities face with continuing demands for programs, services, and infra- structure improvements. Last year the EOWC examined what types of investments are needed to address re- gional issues like the 88,000 kilometres of roads and 8600 bridges scattered through- out Eastern Ontario that need either main- tenance or upgrading. The EOWC’s 2012 study revealed a growing potential deficit of almost $3 billion in total for the entire eastern region for capital investments to address all existing roadworks needs in all municipalities and counties. This year’s sustainability research will expand to examine other key municipal services, including social housing, waste management, asset management, and de- veloping roads and bridges funds.
