Daily irrigation restrictions are in effect from May 1 through September 30. If your address ends in an odd number, you may sprinkle on odd days of the month; if it ends in an even number, you may sprinkle on even days of the month. All properties are prohibited from sprinkling daily between 10:00 a.m. and 5:00 p.m. Permits for daily watering of new sod (14 days) and seed (21 days) can be obtained from the Engineering Department at no cost. If a shortage threatens the water supply, the city may limit the use, times, and hours during which city water may be used. Watering the grass thoroughly a few times a week is better for your lawn long-term than using a sprinkler on it each day.

HOW DOES THE CITY MANAGE ITS STREET PAVEMENTS?
Chanhassen has approximately 119 miles of city-owned streets and has committed to its residents to provide a systematic rehabilitation and repair program to assure that the streets are serviceable, safe, functional, and provided at a reasonable cost to meet the needs of our residents and the traveling public. The city has outlined a Pavement Management Program (PMP) along with a dedicated funding source for its implementation (the PMP Fund). A general tax levy, franchise fees, municipal state aid (MSA), and property assessments comprise the revenue of the PMP fund. The projects are outlined in the 5-year Capital Improvement Plan (CIP). The city is broken up into three geographic areas, and each area is field-reviewed for pavement condition once every three years. This ensures we have accurate and timely information related to the condition of the pavement. The pavement condition is based on a scale from 0-100, where 0 is a completely failed pavement, and 100 is brand new. The city has established a goal to have the average pavement condition across the entire network be 70 or greater. 70 is considered good pavement condition. This means that many streets will have a pavement condition less than 70, and many will be greater than 70, but the average is to stay at or above 70. City staff annually analyzes the condition rating of the streets and proceeds in a manner that "makes sense" and is within the funding provided. The goal of the program is to "do the right maintenance at the right time." In addition to routine pothole patching, four maintenance and construction techniques are typically used as part of the PMP program: sealcoat, mill and overlay, reclamation, and reconstruction.
1. Sealcoat involves spraying a bituminous adhesive on the existing surface and topping it with small graded aggregate rock. The excess aggregate is swept off and recycled. This activity helps protect the pavement from oxidation and the effects of moisture. 2. Mill and overlay involve grinding off the top layer of the surface and installing a new top layer of pavement. This is a structural improvement and extends the life cycle of the original pavement. 3. Reclamation takes it a step further, grinding up the asphalt and mixing it with the top part of the rock base to create a new base layer. Then, two new layers of asphalt are installed on top of that base layer. Excess material is generated and must be reused or hauled off and recycled. 4. Reconstruction removes and replaces the existing asphalt pavement and aggregate base entirely and installs an entire sand subsection, drain tile, curb, and gutter if not already present. Some streets, typically the ones with a higher traffic volume, are designated as municipal state aid routes and, therefore, are eligible for funding from the state. These streets are typically rehabilitated as separate projects from normal city streets, but the techniques used and the project delivery are no different. All street projects are assessed to benefiting properties, whether they are MSA Routes or not. However, pothole patching and sealcoating are not. It's the law: Minnesota State Statute 86B.501 » State law requires children under ten years old to wear a properly fitted life jacket while a boat is underway. Underway means not securely fastened to a permanent mooring or tied to a dock. » A readily accessible and wearable life jacket is required for each person on board a boat; this includes canoes, kayaks, stand-up paddleboards, paddle boats, and waterfowl boats. » Alcohol and water don't mix. Any water activity while impaired is dangerous. Boating under the influence (alcohol or drugs) is the same as drunk driving. The Carver County Sheriff's Office conducts additional patrols on the waterways in Carver County during the summer to identify and arrest impaired boaters. Thirty percent of fatal boat accidents in Minnesota are alcohol-related accidents (per the DNR website). » Boating activity is increasing across the state, especially recreational watercraft like wake boats and personal watercraft (jet skis), and these types have special regulations or laws restricting their operation. Take the time to read the boating regulations book before the start of the boating season (laws can change every year). » Ensure that youth complete watercraft safety training before operating watercraft without adult supervision. » Perform annual maintenance on the boat every spring before the first boating adventure of the year; mice can chew fuel lines during the winter and could spell disaster on the water. » Do not allow passengers to ride on the bow, transom, or gunwales of a boat while it is underway. Passengers must stay within the passenger compartment of a watercraft while it is under power and moving. For further information about Boat and Water Safety, visit the Minnesota DNR website at dnr.state.mn. » Only use Minnesota-legal fireworks like sparklers, fountains, ground spinners, and snappers. » Point fireworks away from people and animals. » Use fireworks in an open area away from trees and houses. » Extinguish and dispose of spent fireworks in a bucket of water. Do not try to re-light a dud. » Always use caution around fireworks and make sure children are supervised. Did you know? » More than 30 percent of fireworks injuries are from sparklers. » There is an average of 75 hospital visits each year in Minnesota due to fireworks injuries. » Nearly 45 percent of fireworks injuries each year happen to children. » Fireworks that explode or shoot into the air are illegal in Minnesota.
» Store flammable liquids in labeled containers and only in small amounts. Keep the containers away from heaters, appliances, pilot lights, and other sources of heat or flame. » Charging a tool? Only plug one charging tool into an outlet at a time. Unplug the tool and charger when not in use. Did you know? » You should not use an extension cord when charging an appliance or tool. Plug the charger directly into an outlet. » Oil and stain-soaked rags can spontaneously combust if improperly stored. Hang rags outside until they are fully dried. Do not throw soaked rags into a pile until they are completely dry.
WATER SAFETY Summer is rapidly approaching, and what would summer in Minnesota be without being on the lake?
We are the land of 10,000 lakes, after all. Chanhassen has many lakes and parks to enjoy and partake in this Minnesota pastime. Unfortunately, every year, there are accidents and deaths on Minnesota waterways. The MN DNR reports that in 2022, there were 15 boating fatalities and 30 non-boating drownings, and in 2023, there were nine boating fatalities, and 53 non-boating drownings. The Carver County Sheriff's Office would like to remind people to be safe on the lakes this summer. Here are some safety tips and reminders to keep you, your family, and friends safe this summer while enjoying the lakes.
Safety Tips » Know your limitations, physical fitness, medical conditions, and swimming ability. » Do not swim alone; preferably, swim in an area with lifeguards. » Know the water conditions, weather conditions, water temperature, water depths, water clarity, vegetation, and structures under the water. » Children in the water should be watched closely. » Always check the required safety equipment thoroughly before going out on the water. Life jackets are useless in the

Starting this year, the City of Chanhassen has transferred all of its permits, including chicken keeping, beekeeping, short-term rentals, and temporary events, to the city's online permitting software, BS&A. This will save community members time and increase staff efficiency in reviewing and issuing permits. The City of Chanhassen is revitalizing its downtown Civic Campus. The project is comprised of a new City Hall, Council Chambers, Senior Center, and destination park amenities. The reimagined Civic Campus is intended to invigorate Chanhassen’s downtown. Audubon Business Park and the Xcel Energy Service Center were approved to be constructed off of Highway 5. Site preparations, including grading and utility work, were completed in the fall of 2023. Construction of the buildings themselves will commence in spring 2024. Audubon Business Park A 29.24-acre property located on the southeast corner of Audubon Road and Coulter Boulevard will consist of two industrial and office use buildings totaling nearly 400,000 square feet of new industrial office space. Xcel Energy Service Center A 21.7-acre property with five buildings, a communication tower, and a screened outdoor storage yard. The primary building will be 80,000 square feet comprised of office space, crew area, vehicle storage, and vehicle maintenance areas. This facility will serve as the new service center for electric distribution operations in the southwest metropolitan area. STORMWATER POND MANAGEMENT PLAN
The City of Chanhassen has approximately 250 publically owned stormwater ponds across the city. A stormwater pond is a common type of stormwater management Best Management Practice (BMP) that is used for rate control, flood mitigation, and water quality treatment. In the summer of 2020, city field staff conducted comprehensive bathymetric surveys and visual condition surveys on nearly all 250 ponds. The purpose of these surveys was to obtain quantitative data on the condition of the city’s ponds, and to use this data to prioritize which of the city’s ponds need maintenance. Pond maintenance is crucial to ensuring healthy stormwater infrastructure in the city, and to protect downstream water bodies and resources. A green color in Chanhassen’s ponds is not an uncommon occurrence in the summer. The green you are seeing may be any of a variety of plants. Common plants, which are naturally occurring and generally benign, include duckweed and watermeal. These are often mistaken for algae. Blue-green algae, or cyanobacteria, can be harmful with prolonged or frequent exposure. Algae blooms are caused by heat and excessive amounts of nutrients such as nitrogen and phosphorus. Some of the most common sources of nutrients include fertilizers, grass clippings, and animal waste. Why Does My Pond Smell? Rotting organic matter, water turnover, or certain types of algae are typically the main sources of bad odor. Organic matter decays at the bottom of the pond when it is stagnant and poorly oxygenated, and sulfur-dioxide is released as a by-product of the decomposition. When the water is disturbed by way of cool wind or heavy rainstorms, the odor comes to the surface. Learn more online at ChanhassenMN.gov/Ponds

If your neighbor’s tree is hanging onto your property, Minnesota Law does allow you to fix or “abate” the nuisance. There are limits and guidelines to follow when exercising this right: » You can trim branches that are encroaching on your property, but only up to the boundary line. All costs associated with trimming will be taken on by you. This is called the right to “self-help.” » Be cognizant of the scope and timing of the work. Timing is important because certain trees are susceptible to diseases. For example, pruning an oak between April and September could result in an oak tree getting infected with oak wilt, which is a disease that can quickly kill it. Scope is important because trimming too much of the canopy can impact trees' ability to photosynthesize. If you’re not sure, consult an arborist before doing your work. » You must stay on your property while doing work. » Best practice is to have a chat with your neighbor before doing any work. Always pick up after your pets, whether on a walk or in your own backyard. Your dog’s poop can directly contribute to poor water quality and human health issues. In fact, pet waste is one of the leading PICK UP AFTER YOUR PETS
causes of pollution in urban watersheds. The Environmental Protection Agency classifies dog poop as a pollutant. As carnivores, dogs have diets rich in nitrogen and phosphorus. Nitrogen is commonly used as a fertilizer for our plants, but the concentration of nitrogen in dog poop is so great that it can damage plant roots and stunt their growth. If dog poop gets into water systems, the high levels of nitrogen and phosphorus can also cause algae blooms, which suffocate other aquatic life and make our lakes, streams, and ponds unhealthy and unenjoyable. Pet waste is a haven for dangerous pathogens and parasites, including E. coli, Salmonella, Staphylococcus, Giardia, roundworms, and tapeworms. Dog poop may also contain antibiotic-resistant bacteria, which can spread to humans and are much more difficult to treat. Pet waste left behind can make its way into storm drains during rain. This water does not go to wastewater treatment facilities for decontamination. Anything that gets into stormwater runoff has a direct path to our waterways, including all those excessive nutrients and nasty pathogens. And remember, when you have your pup out in public, keep them leashed and pick up after it. Be a good neighbor and be responsible for your pup. Residents may drop off yard waste on Mondays, Wednesdays, and Fridays from 7:30 a.m.-2:30 p.m., April 1 - November 15, excluding holidays. Summer hours will be in effect after Memorial Day, and Public Works will close at noon on Fridays. Payment can be made at Public Works during business hours by cash, check, or card. Residents must check in at the Public Works office and show proof of residency. Fees are $1/bag, $8/cubic yard. Did you know? SUMMER DISCOVERY PLAYGROUND PROGRAM June 10-July 26 | No Sessions 7/3, 7/4, 7/5 Your ticket to summer fun!
