Teresa Rose Executive Director, Communities Foundation of Oklahoma

Teresa Rose is the executive director at Communities Foundation of Oklahoma, where she helps people and foundations thrive, grow and contribute to causes meaningful to them. She has spent her career serving others and improving her community, holding a variety of executive positions, including senior leadership roles at Oklahoma City Community Foundation and Chesapeake Energy Corporation. Her expertise in community relations, government affairs, philanthropy and legal matters, combined with her heart for giving, enable her to provide individuals, families and organizations with guidance and options as they choose the best way to approach giving. Serving the donors of more than 900 donor-driven and scholarship funds and over 20 community funds, Teresa supports and guides impact giving across the state.

PANELISTS

Halley Reeves Director of Online Education, The University of Oklahoma Hudson College of Public Health Halley Reeves is a faculty member at the OU Hudson College of Public Health on the OU Health Sciences campus. Halley brings her public health practice and economic development training to bear in her work, offering health data analysis, planning and assessment and various approaches to thinking about community health improvement efforts. Halley served as the chief public health strategist for the Oklahoma City County Health Department and the vice president for community health impact for OU Health. Prior to her return to Oklahoma, Halley worked at the Massachusetts Department of Public Health, the Metropolitan Area Planning Council, and MIT where she focused on incorporating the social determinants of health into health care policy and developing innovative investment strategies to fund healthy community and housing development. Halley holds a Master of Public Health from the University of Washington and a master’s in city planning with a focus on economic development from the MIT.

Blayne Arthur Oklahoma Secretary of Agriculture

In 2019, Blayne Arthur was sworn in by Governor Kevin Stitt as the Oklahoma Secretary of Agriculture—the state’s first female to hold the position. She acts as Governor Stitt’s chief advisor on policy development and implementation related to agriculture, food and forestry, and holds the titles of Oklahoma Commissioner of Agriculture and the President of the Oklahoma State Board of Agriculture. Secretary Arthur grew up in Chickasha, Oklahoma, where her family raised horses, cattle, wheat, alfalfa and soybeans. Upon graduating from Oklahoma State University in 2004, with a bachelor’s degree in agricultural economics, Sec. Arthur took a role in small-business financing for Rural Enterprises, Inc and traveled throughout Oklahoma. Secretary Arthur began her tenure at the Oklahoma Department of Agriculture, Food, and Forestry in 2009 working for Secretary Terry Peach and later as the Deputy Commissioner of Agriculture for Secretary Jim Reese where she stayed from 2011 to 2016. In 2016, she served as the Executive Director for the Oklahoma 4- H Foundation until her appointment by Governor Stitt. Jerry Reynolds President, Oklahoma National Stockyards Jerry Reynolds grew up in Midland and comes from a long line of farmers and ranchers that date back to the late 1800’s in South Central Texas. He graduated with a degree in Agricultural Engineering & Systems Management with a minor in Agricultural Business from Texas A&M University. He worked for the Texas Cotton Ginners Association for three years as a field engineer covering all of Texas and New Mexico cotton gins. Jerry has spent the last 27 years serving as the General Manager/CEO of four different cotton gins from South Texas to Southwest Kansas as well as a bakery waste feed mill in the Dallas area. All these experiences lead to his current role as President of the Oklahoma National Stockyards in Oklahoma City. Jerry has served as the President a little over a year now and has hit the ground running trying to help this 114-year-old facility transition into the new and everchanging world of agribusiness. Jerry has spent over thirty years serving the agribusiness sector thru work as well as multiple committee and board of director positions where he has worked diligently to help educate people where their food and fiber comes from. Its important for people from the cities to be educated about agriculture to help them understand the vital role it serves in preserving our communities. People need safe and reliable food sources and the agricultural producers of this country are proud to work hard to provide for those needs. We all need each other to make this work.

Kirk Slaughter President and CEO, OK State Fair

Kirk Slaughter’s background includes working with the Oklahoma State Fair, equestrian/ag venues, fairgrounds, arenas, convention centers, sports authorities, destination marketing organizations and hotels. He has extensive experience in leading, operating, marketing, master planning, developing, financing, and expanding first class convention centers, equestrian venues, arenas, and hotels. Kirk’s goal is to deliver outstanding customer experiences. Kirk is currently involved in the development of the new OG&E Coliseum and the upcoming Gateway of Champions Promenade, located at the OKC Fairgrounds. In Fort Worth, he participated in the development of a 614 room Omni Hotel, the Dickies Arena and improvements at the Will Rogers Memorial Center Equestrian Venue. He also participated in the expansion of the Fort Worth Convention Center, the Waco Convention Center, and the Plano Centre. Kirk is a native of Odessa, Texas and is a graduate of Texas Tech University. He is married to Holly who is an executive with the American Paint Horse Association. Kirk is blessed to be the father of two children. Jose Rojas, MS Senior Community Health Specialist, SSM Health St. Anthony Hospital Billy Smith is the Commissioner of the National Reining Horse Association in Oklahoma City, a worldwide membership organization that celebrates the reining discipline. He has previously held executive positions with the American Paint Horse Association and the American Quarter Horse Association, prior to more than 10 years as a non-fiction writing professor at West Texas A&M University in Canyon, Texas. He has held board positions with the American Horse Council, United States Livestock Genetics Export, Inc. and Tarleton State University Equine Production Advisory Board. An undergraduate of the University of North Texas, he began his career as a general assignments reporter that included a stint covering the central American wars in the 1980s. He completed two master’s degrees and a doctorate from Texas Tech University. He was a finalist for the American Long-Form Newspaper Narratives writing award given at the Mayborn Literary Nonfiction Conference for his work chronicling his orphaned grandfather’s rise from abject poverty in rough boomtowns of southern Arkansas in the early 1900s. NRHA represents 15,000 reining horse enthusiasts around the world who compete for more than $25 million in purse money. It’s premier Derby and Futurity are both held in Oklahoma City.

Jeff Tebow CEO, Heritage Place

Jeff Tebow is an AQHA life member and has served as an AQHA director since 2011. Tebow currently serves on the AQHA Executive Committee and formerly on the Stud Book and Registration, Hall of Fame Selection, and Grievance committees. He has also served on the Racing Committee and Racing Council. Tebow graduated with a master’s in business from Oklahoma City University, bachelor’s in business administration in finance from the University of Central Oklahoma and associate of applied science in business/accounting from Connors State College. He is the managing partner and licensed insurance producer at Andreini and Co. of Oklahoma, chief executive officer of Heritage Place Inc., and auctioneer and real estate agent at Buford Resources Inc. Auction and Reality. Tebow is a life member of the Oklahoma Quarter Horse Racing and Oklahoma Quarter Horse associations. He is a past OQHRA president and currently serves as an OQHRA board of director. He was also the Oklahoma Quarter Horse Youth Association president in 1983. He is a member of the Ranchero Visitadores-Los Bustardos, Southwest Texas Cattleman’s Association, National Auctioneers Association, Oklahoma Auctioneers Association, National Rifle Association and United States Team Roping Championships. He has been an avid competitor at AQHA shows in the past and currently enjoys team roping. He also earned the reserve world champion title in boxing and was a finalist in ranch riding and heading at the 2017 Adequan® Select World.
