Joe was born and raised in Ruston, Louisiana. He graduated from Louisiana Tech University. Joe spent most of his adult years in Monroe, Louisiana where he was in Real Estate Development. Joe is the Land Lease Manager for Lindmark Outdoor Media’s Texarkana Division. He is responsible for locating and developing new billboard sites as well as managing approximately 500 structures in Arkansas, Louisiana, Texas and Oklahoma. Joe and his wife Robin have three kids and eight grandchildren.

“I would like to take a more active role in several areas. Particularly, involvement in re-development and re-purposing of vacant buildings in the community brought about by the online marketplace. I would like to become active in the re-development of the downtown area as well. There has been great progress made, but there is much left to do. I would like to explore utilizing my company’s ability to market Texarkana’s Assets through our local Billboard Network. I would be interested in serving with any of the local non-profit agencies. Particularly areas of the arts. Texarkana has a vibrant music scene I would like to lend any support I can through my actions, but also utilizing the marketing assets of my company.”
