soon. Builders should be sure to check the city’s website for information as it becomes available. Dallas BA will provide more information as it becomes available. Dallas BA is asking our members to be on the lookout for any problematic building or development code proposals in the cities where they do business. In recent months, we have become aware of multiple cities having discussions about the costly idea of having home builders be responsible for design and construction to set up any new home for electric vehicle charging stations. Some discussions have even bordered on hav- ing EV charging stations provided. This, or course, is a bad idea that only adds further challenges to providing homes that hard working Texans can afford. Dallas BA’s Director of Govern- ment Affairs has already made it known that the Association is opposed to requirements for aftermarket products to be charged to new homeowners who may not want, nor even can afford, the product being serviced. Obviously, with municipalities considering amendments to ordinances and fee updates, and recent elections meaning some new decision makers will be filling seats in next January’s Texas legislative session, it is important that the voice of the industry be heard. This is why participation of our members in Association advocacy efforts is key. There are multiple ways, both upcoming and ongoing, that members can take the opportunity to get engaged. Association members who wish to participate or learn about our advocacy activities, or just get an update on local, state and federal regulatory movements that can impact our Dallas BA members, can join in on our Government Relations Committee meetings. Meetings are open to Association members only and information about dates and times can
heated general elections, there are still some other items on the government agenda that members should be aware of. The City of Denton is now getting into the heart of its discussions on poten- tial updates to roadway impact fees. The municipality’s Capital Improvements Advisory Committee, a subcommittee of its Planning & Zoning process, was presented a review of the 2022 Road- way Impact Fee study on October 26. A developer town hall was scheduled for Oct. 27. With November upon us, the Denton City Council gets its first in depth view via a workshop. City council could consider a date for a public hearing on the study and ordinance in its early December meet- ing. With a public hearing advertisement and 30 days’ notice required, Council’s public hearing and approval of the roadway impact fee study could occur by early January. All of this timeline, of course, is subject to change. Builders and developers who do business in Denton should be looking at how this will impact their projects. The roadway impact fee has not seen its rate changed since 2016, when Dal- las BA was successful in advocating for those fees to be implemented at a lower rate than studied. With significant growth continuing in Denton County, it is important that the city’s leaders not increase fees to a level that would not only price families out of their choice of a home, but also hurt Denton’s ability to be competitive with surrounding areas. Dallas BA will be weighing in on this issue. The Town of Prosper is also con- sidering fee changes. At this time, it is not expected that either the single- family or multifamily permit fee will see a change. However, there are fees related to residential alteration or addi- tion, demolition, fence and irrigation, plumbing, electric, mechanical, and late inspections that have proposed in- creases. Inspections for solar, generators and flatwork could also increase. Prosper is also currently in review of the 2021 I-codes. The city indicates they would make use of the North Central Texas Council of Government’s Regional Codes Coordinating Com- mittee recommendations, along with their own local amendments. The town council could approve the building code updates as early as Jan. 10. Prosper is also planning an update to new online permitting software

Our next GRC meeting will be Thurs- day, Dec. 8, at 9 a.m. Another opportunity for Associa- tion members to participate in advocacy efforts is through HOMEPAC of Greater Dallas. HOMEPAC of Greater Dallas is the political action committee for mem- bers of the Dallas BA. It is an essential part of the Association’s advocacy program. As we roll into 2023, with spring municipal elections in key area cities, the government arena will only become more intense. It will be impor- tant that those elected decision makers understand the need for a regulatory environment that does not negatively impact home building, as well as the boost it brings to the local and state economy. HOMEPAC of Greater Dallas helps support pro-housing candidates and incumbents for key city, county, and selected state level offices. Members interested in partici- pating should contact the Director of Government Affairs or visit https:// dallasbuilders.org/advocacy/. Members should put March 29, 2023, on their calendar for their oppor- tunity to take part in Rally Day at the Capitol in Austin. The grassroots event sees Dallas BA join other HBAs from around Texas as we speak to our area’s state representatives and senators about issues that impact housing, local busi- nesses and property rights. Dallas BA will soon begin announcing details and registration for Rally Day. Partners are also needed to help make it a success. Rally Day is the day before TAB Winter Board meetings. So don’t miss out.
