FERC Order 881 - Managing Transmission Line Ratings
Ted Franks - SERC As Director of Reliability Assurance, Mr. Franks is responsible for all aspects of SERC’s Compliance Monitoring, Registration, and Certificationactivities. This includes developingand implementingthe strategy and vision for these responsibilitiesand ensuringthat all ReliabilityAssuranceactivities are appropriatelybalanced by risk based processesand policies.He ensures that proper controls and procedures are in place to drive consistency, professionalism, and effective implementation of organizational strategy. Previously, Ted was the Senior Program Manager at North American Transmission Forum (NATF), where he primarily focused on the System Operations and Operator Training Practices Groups and their sub-groups. Ted was also the Manager of Technical Resources at SERC, where he led the SERC Technical Committees, Operator Training, and Member Outreach. Prior to his first positionatSERC, Ted spent nineyears with the FederalEnergy RegulatoryCommission(FERC) where he served as the Deputy Director in the Office of Electric Reliability. Prior to FERC, Ted worked at PJM for 10 years in operations planningand real-timeoperations. Ted holds a Bachelorof Sciencedegree in Industrial Engineeringand a Master’s of Business Administration, both from Penn State University.
