United Counties of Prescott and Russell Notice of the Passing of Education Development Charges By-Law No.01-2024-RAS-P&R

TAKE NOTICE that the Education Development Charges By-law (the “By-law”) was passed by the Conseil des écoles publiques de l’est de l’Ontario (the “Board’) on the 18 th day of June, 2024 pursuant to section 257.54 of the Education Act, R.S.O. 1990, c. E.2, as amended (the “Act”). The adopted by-law have a term of five years unless repealed or rescinded earlier. AND TAKE NOTICE that any person or organization may appeal to the Ontario Land Tribunal (OLT) under Section 257.65 of the Act, in respect of the By-law, by filing with the Secretary of the Board on or before the 29 th day of July, 2024 a notice of appeal setting out the objection to the By-law and the reasons supporting the objection, along with the required fee payable to the Ministry of Finance in respect of the appeal. The schedule of Education Development Charges (“EDC”) to be imposed in respect of designated categories residential and non-residential development (effective July 1, 2024), has been calculated in accordance with the legislative rate ‘caps’ imposed by amendments to O. Reg 20/98, and is as follows:

Education Development Charges are imposed on all development and redevelopment lands within the United Counties of Prescott and Russell, save and except the types of development specifically exempted by the Board in the By-law. Accordingly, a key map showing the location of lands affected by the By-law is not provided as part of this notice. A copy of the By-law is available for examination in the office of the Board at 2445 St-Laurent Boulevard, 3nd Floor, Ottawa, Ontario K1G 6C9, during regular office hours, being between the hours of 8:30 a.m. and 4:30 p.m. from Monday to Friday, and also on the Board’s website at cepeo.on.ca. Notice of a proposed By-law amending a By-law or the passage of such an amending By-law is not required to be given by a Board to any person or organization, other than to certain clerks of municipalities or secretaries of school boards, unless the person or organization gives the secretary of the Board a written request for notice of any amendments to the By-law and has provided a return address.
