ISRI Takes Recycling Fight To Senate by Greg Kishbaugh T he Institute of Scrap Recycling Industries (ISRI) recently submit- ted comments before the Senate Environment and Public Works Committee as part of the Committee’s hearing entitled Responding to Challenges in the U.S. Recycling System. In its comments, ISRI stated that given the complexity of the recy- cling system within the United States, there simply is no one single
GFL Acquires Advanced Disposal GFL Environmental Inc., Ontario, has entered into a definitive agreement to purchase substantially all of the divesti- ture assets expected to result from the previously announced acquisition of Pon- te Vedra, Florida-based Advanced Disposal Services Inc. by a wholly owned subsidi- ary of Houston-based Waste Management Inc. The acquisition includes vertically integrated solid waste collection, transfer, recycling and disposal assets for an aggre- gate purchase price of $835 million. Organic Growth The assets to be acquired by the com- pany include 32 collection operations, 36 transfer stations and 18 landfills sup- ported by 380 collection vehicles across 10 U.S. states.The acquired assets are ex- pected to generate annualized revenue of approximately $345 million, according to the company. GFL said the acquired assets are ex- pected to support its continued organic growth extending its reach into new and adjacent markets and forming a base to pursue synergistic tuck-in acquisitions. GFL expects that the acquisition will sig- nificantly expand its U.S. footprint while creating an opportunity to realize mean- ingful synergies and earnings accretion.

DS Smith Appoints Recycling Managing Director DS Smith, a sustainable packaging company, has appoint- ed Rogier Gerritsen as Managing Director of its Recycling Division. Gerritsen will be responsible for the group’s recy- cling operations across Europe, managing around 6 million metric tons annually of paper for recycling into DS Smith’s mills and partner mills. NWRA, EREF Survey Shows COVID-19 Impact The National Waste & Recycling Association (NWRA) has partnered with the Environmental Research & Education Foundation (EREF) to conduct a survey to learn more about how the waste and recycling industry has been affected by the COVID-19 pandemic.The survey was sent to a database of waste industry employees or an affiliates field, such as solid waste academia, and received nearly 400 responses. Of those responses, three-quarters included the following sectors: waste haulers, consulting firms, municipalities, gov- ernment agencies and academic institutions. According to the NWRA, the findings were similar to oth- er industry surveys, with waste haulers being most affect- ed, residential waste seeing the largest increase, staffing ac- counting for the greatest short-term impact and two-thirds of respondents facing moderate to severe operations im- pacts due to COVID-19 restrictions.

Coastal Resources Of Maine Puts Operations On Hold Coastal Resources of Maine, Hampden, Maine, has had to temporarily close as the facility struggles to pay its expens- es and faces a new lawsuit from a contractor that alleges it’s owed at least $1.2 million for staffing and running the facility. According to the Bangor Daily News , the closure has forced the 115 communities that normally send waste to the Coastal Resources of Maine plant to instead divert it to landfills. The latest closure has also prompted a warning from the organization representing those communities that the plant is violating its contractual obligations and has 30 days to fix the situation.That violation notice is a step toward the or- ganization, the Municipal Review Committee, terminating its contract to have its members send their waste to Coastal Resources of Maine. The Bangor Daily News previously reported the plant has been seeking a $14.7 million loan to help pay its bills and make operating improvements after it had trouble bringing in revenue during its first six months of commercial opera- tion, which began in November 2019. Immediately following the threat of shutdowns and the beginning of quarantines as a result of the coronavirus pandemic, consumers experienced shortages of paper products, such as toilet paper and paper towels. Despite the widespread shortages and attention they received, new research reveals that most consumers fail to make the connection between their recycling of paper at home and its value in providing feedstock to help make new products. A survey by CCNA found most consumers don’t relate recycling to providing feedstock for new paper products. Thirty-Three percent said it might have an impact but weren’t sure how much it would help, while 18 percent felt recycling had no impact on alleviating shortages. The good news is regardless, residents report they are keeping up their recycling during the pandemic.According to a national survey conducted last month by the Carton Council of North America, almost one-third of consumers (29 percent) report they have been recycling more during the pandemic and 56 percent have been recycling the same. While promising, especially as the industry worked to maintain recycling programs when possible, the survey also revealed that consumers don’t understand the impact be- tween recycling and the new products created.When asked how much impact recycling at home has on helping with paper shortages, 33 percent of consumers reported they thought recycling might have some impact on helping with the shortages, but they were not sure how much it really helped.While 18 percent felt recycling had no impact at all on alleviating shortages, 13 percent were unsure and had not thought about the connection. Modern Disposal Closes On Republic Acquisition
Modern Disposal Services, Lewiston, NewYork, closed on its acquisition of the western NewYork operations of Phoe- nix-based Republic Services.The transaction was originally announced on March 18, although terms have not been dis- closed. Modern’s acquisition includes Republic’s local hauling and recycling operations in the counties of Erie, Niagara, Genesee, Wyoming, Chautauqua and Orleans. According to Modern, the deal includes all trucks, maintenance fa- cilities and equipment, containers, sorting machines and buildings. Expanding Operations The transaction does not include a Republic landfill in Ni- agara, NewYork, or a closed facility in Depew, NewYork, for which Republic retains ownership. Republic’s western New York operations encompassed roughly 3,000 residential, commercial and industrial cus- tomers and nearly 100 employees.Many of these employees have been hired at Modern as it expands to handle a larger customer base. Prior to the acquisition, Modern had more than 600 em- ployees in western NewYork and southern Ontario in addi- tion to roughly 350 trucks.With facilities in New York and Canada, the company has more than 10,000 commercial customers and 250,000 residential customers.

Closed Loop Partners Receives $54M investment Closed Loop Partners has announced that several large consumer brands and corporate foundations are extending more than $54 million in capital commitments with the Closed Loop Infrastructure Fund (CLIF). The original nine investors in the fund are extending their capital commit- ments, strengthening their investment in the infrastructure needed to build a more circular economy. The original nine investors include 3M, Coca-Cola, Colgate Palmolive, Johnson & Johnson Consumer Health, Keurig Dr Pepper, PepsiCo, Procter & Gamble, Unilever and The Walmart Foundation. Closed Loop Partners says Amazon, Danone North America, Danone Waters of America, Nestlé Waters North America and Starbucks have since joined the fund. These companies’ investments support additional re- cycling infrastructure and spur growth around end markets for postconsumer materials in North America. The initial investment from these brands has already lev- eraged more than $200 million in co-investment, supporting development in domestic recycling infrastructure, local jobs and new markets in cities across the U.S. The investments have helped Eureka Recycling in Minneapolis,which is a non- profit social enterprise that recovers about 100,000 tons of mostly residential recycling per year, as well as Emerald Coast Utilities Authority in Florida and TemperPack in Virginia, a manufacturer of plant and fiber-based insulated packaging solutions that can be recycled in curbside programs. The organization says 37 of the world’s largest consumer brands and retailers—including some who have invested in Closed Loop Partners—have made public commitments to use recycled plastics in their packaging within the next 10 years. Current projections indicate a demand of about 5 mil- lion to 7.5 million metric tons of recycled content by 2030, requiring an increase of supply by 200 to 300 percent.With the additional $54 million in investments, Closed Loop Part- ners reports that it plans to fund similar projects in the future. Florida Recycling Group Commissions Study The Florida Recycling Partnership Foundation has com- missioned its first study to more accurately determine the amount of contamination in the recycled materials being collected. Tim Townsend and the Department of Environ- mental Engineering Sciences at the University of Florida (UF) conducted the research on the current and historic composition of recycled materials at materials recovery fa- cilities’ (MRFs) and amount of contamination. The research focused on studying the types and weights of valuable materials and contamination handled at the facil- ities.The data were used to quantify historic contamination rates, which are defined in the study as the percent of total inbound weight that was ultimately landfilled. The study found that on a historic average weight basis, the overall contamination rate is 25 percent for all MRFs, 27 percent for single-stream MRFs and 18 percent for du- al-stream MRFs.

ISRI Recycling Fight (Cont’d from Page 1) • Manufacturers in the United States and worldwide de- manding higher quality specification-grade materials from recycling; • An increasing variety of products and packaging enter- ing the recycling stream that are not recyclable; • Mixed messaging regarding the viability and importance of recycling, undermining confidence in recycling; and • Most recently, COVID-19 has added additional strains on manufacturing industries that both generate and purchase recyclable materials. What all of these disruptors have in common is they un- dermine the two major elements needed for successful recycling: a consistent supply of quality material into the recycling stream and end market demand. Challenges Ahead While there is no singular solution to the challenges be- ing faced in recycling, there are a number of solutions that, working together, can result in significant improvements to strengthen recycling, according to ISRI, that include: 1. Design for Recycling: Implemented through U.S. pro- curement guidelines and other purchasing and procure- ment requirements, ISRI supports policy tools that incen- tivize or require manufacturers to design their products for recycling in conjunction with including more recycled content. 2. Provide funding for Education and Consumer Aware- ness around Recycling: ISRI supports addressing the ed- ucation vacuum as a multi-prong and multi-stakeholder re- sponsibility, such as through the numerous public-private partnerships that already are successfully raising the bar for consumer awareness. 3. Encouraging Innovation and Investments in Recycling Activities: ISRI supports policies that will support broad- er collection and additional processing of recyclable ma- terials through grants, loans and tax incentives for new equipment and innovation; business financial assistance programs and recycling-specific technical and financial assistance. However, such support is conditional upon a level playing field for public and private recyclers who have invested sig- nificant private capital and entrepreneurship. 4. Strengthening Domestic Recycling and Market Devel- opment through Government Procurement Policies and In- vestment in Projects that Mandate Recycled Content: ISRI fully supports initiatives and incentives that are designed to strengthen domestic residential recycling and markets utilizing the strength of the U.S. Government’s purchasing power. 5.Temporary Mechanisms for the Separate Collection and Processing of Difficult to Recycle Items. 6. Support for Public-Private Partnerships That Promote Innovation in Recycling.The Committee’s support of con- tinued federal funding for U.S. government-led public‐pri- vate partnerships focused on research and development of innovative technologies and implementation of Design for Recycling principles would go a long way to help address the challenges facing recycling.

The organization said R2v3 incorporates its experience gained from more than a decade auditing and implementing the R2 Standard and reflects changes in the electronics land- scape, customer demands and the regulatory environment. Many of the changes to the standard are a result of feedback submitted by customers, members of the industry and the public. The new R2v3 Standard is available for download from the newly launched website, https://seriR2.org . In addition to offering the standard for download, the new site provides a timeline for R2v3 as well as a FAQ section and an opportuni- ty to register for a free intro to R2v3 webinar. Renewi Updates Recycling Goals For 2025 U.K.-based Renewi, an international waste management company, plans to increase its recycling rate to 75 percent by 2025. The company currently has a recycling rate of about 64.7 percent.The company has also announced goals to reduce the CO2 impact of its collection activities in The Nether- lands and Belgium by 2025. Over the past year, Renewi recycled a greater percentage of the waste than it handled, increasing its recycling and recovery rate to 90.8 percent. SWANA Collecting Mask Orders The SolidWaste Association of North America (SWANA) is collecting orders for cloth face coverings on behalf of the entire U.S. solid waste and recycling industry. The face coverings are free to companies and agencies in the industry for essential critical infrastructure workers. A minimum order of a single box containing 500 face coverings is required and all orders must be placed before July 17.

AISI Names Interim CEO

The American Iron and Steel Institute (AISI),Washington, has announced that its board of directors has elected Kevin Dempsey as interim President and CEO to succeed Thomas J. Gibson, who announced his retirement in March. Dempsey, who has served as AISI’s Senior Vice President for Public Policy and General Counsel since 2009, will as- sume the role immediately. Gibson will serve as an advisor to AISI during the transition.The board also recommended that AISI suspend the search process for a president that is being conducted by Korn Ferry, a management consulting business based in Los Angeles, California. Dole Explores Ways To Eliminate Food Waste Westlake Village, California-based Dole Food Co., the larg- est producer of fruit and vegetables in the world, is explor- ing ways to eliminate food waste by 2025. Dole also launched several new goals on June 30, includ- ing a plan to eliminate fossil-based plastic packaging by 2025 and reach net-zero carbon emissions by 2030 through steps such as moving to clean energy on farms and testing electric trucks for delivery. EMR Seeks Net-Zero Carbon Emissions By 2040 Global metal and plastic recycler European Metal Recy- cling Ltd. (EMR), which is headquartered in the U.K., has launched its sustainability strategy, which establishes its target of net-zero carbon emissions across its entire value chain by 2040. The strategy establishes a 2030 net-zero target for indirect emissions created by the purchase of electricity or steam, defined as Scope 2 emissions under the Greenhouse Gas Protocol, and a 2040 target for direct emissions from all owned and/or controlled sources and indirect emissions up- stream and downstream in the value chain, defined as Scope 1 and Scope 3 emissions, respectively. To drive progress toward group-wide net-zero carbon emissions by 2040, EMR said it has joined three key initia- tives from the nonprofit The Climate Group, with European offices in London. These include RE100 to accelerate the transition to renewables, EV100 to switch to electric vehi- cles and EP100 to improve energy productivity across its global portfolio. EMR said its net-zero commitment is underpinned by tar- gets set out in four pillars: renewable electricity, energy pro- ductivity, movement of people and material handling and movement.
