“A business-friendly city actively removes barriers, streamlines development processes and fosters a supportive environment for business creation, growth and success,” says Scott Adair, chief economic development officer for the City of Santa Rosa. “It values responsive governance, clear and accessible resources and invests in infrastructure that supports economic activity.” The city’s Economic Development Division offers dedicated support for navigating business processes and technical issues, including specialized planning and permitting assistance through its business concierge program. “Santa Rosa fosters a collaborative business climate through strategic partnerships, transparent communication and ongoing engagement with the private sector,” continues Adair. “The Economic Development Division serves as a central point of contact, connecting businesses with city services, available sites, permitting support and workforce development partners.” Santa Rosa’s Economic Development Strategic Plan, adopted in April 2024, establishes a clear framework for attracting investment, supporting industry clusters and advancing innovative land use policies. Other priorities include growing and supporting local businesses, strengthening economic resiliency and driving community investment. Adair credits the support of City Manager Maraskeshia Smith and city leaders for their efforts to remove barriers for businesses and foster a culture of collaboration and trust across departments and throughout the community.
