Strengthening Our Foundation: The Work of the Southeastern Province Bylaws Committee By Kelvin Williams At the heart of any well-governed organization lies a strong and clear framework of rules and principles. For the Southeastern Province of Kappa Alpha Psi Fraternity, Inc., this responsibility rests with the Bylaws Committee, ably chaired by Brother Kelvin B. Williams of the Charleston (SC) Alumni Chapter. Tasked with maintaining the structural integrity and operational clarity of the Province, this committee plays a vital, if often behind-the-scenes, role in guiding the fraternity's governance. When Province Polemarch Brian C. Mock took office nearly four years ago, one of the early initiatives under his administration was to revisit and revise the Southeastern Province Bylaws to ensure alignment with both the vision of the Province and the evolving needs of its membership. It was during this time that the Bylaws Committee held a series of meetings to address and implement several meaningful amendments. The Bylaws Committee is composed of distinguished leadership and wisdom, drawing on the experience of four Past Province Polemarchs:

Together with Chairman Williams, this body ensures that any proposed amendments reflect both the tradition and future direction of the Province. It’s important to note that the Bylaws Committee operates independently of any national-level committee and receives its directives solely from the Province Polemarch. The work of the committee is not revenue-generating, but its impact is felt deeply in the functionality, equity, and transparency of our provincial operations. While the committee has not met since the initial amendments early in the administration, new proposals are currently being discussed for future consideration. Among the proposed changes are: Language supporting the establishment of a second province award, offering broader recognition of outstanding achievement. Clarification of the selection process for both the new award (pending approval) and the prestigious Joseph R. Jenkins Award, ensuring transparency and consistency across chapters. These potential updates demonstrate the committee's continued relevance and importance in shaping the policies that guide our fraternity life in the Southeastern Province. As we move forward, the Bylaws Committee remains a steady hand, ensuring that the foundation of our Province remains clear, fair, and aligned with the principles of Kappa Alpha Psi. Brother Kelvin B.
