4.5.13 Radiological Incident

Hazard Background A radiological incident is an occurrence resulting in the release of radiological material at a fixed facility (such as power plants, hospitals, laboratories, etc.) or in transit. Radiological incidents related to transportation are described as an incident resulting in a release of radioactive material during transportation. Transportation of radioactive materials through North Carolina over the interstate highway system is considered a radiological hazard. The transportation of radioactive material by any means of transport is licensed and regulated by the federal government. As a rule, there are two categories of radioactive materials that are shipped over the interstate highways: • Low level waste consists of primarily of materials that have been contaminated by low level radioactive substances but pose no serious threat except through long-term exposure. These materials are shipped in sealed drums within placarded trailers. The danger to the public is no more than a wide array of other hazardous materials. • High level waste, usually in the form of spent fuel from nuclear power plants, is transported in specially constructed casks that are built to withstand a direct hit from a locomotive. Radiological emergencies at nuclear power plants are divided into classifications. Table 4.91 shows these classifications, as well as descriptions of each. Emergency Classification Notification of Unusual Event (NOUE)

Description

Events are in progress or have occurred which indicate a potential degradation of the level of safety of the plant or indicate a security threat to facility protection has been initiated. No releases of radioactive material requiring offsite response or monitoring are expected unless further degradation of safety systems occurs. Events are in progress or have occurred which involve an actual or potential substantial degradation of the level of safety of the plant or a security event that involves probable life-threatening risk to site personnel or damage to site equipment because of HOSTILE ACTION. Any releases are expected to be limited to small fractions of the Environmental Protection Agency (EPA) Protective Action Guides (PAGs) Events are in progress or have occurred which involve actual or likely major failures of plant functions needed for protection of the public or hostile action that results in intentional damage or malicious acts; 1) toward site personnel or equipment that could lead to the likely failure of or; 2) that prevent effective access to, equipment needed for the protection of the public. Any releases are not expected to result in exposure levels which exceed EPA PAG exposure levels beyond the site boundary. Events are in progress or have occurred which involve actual or imminent substantial core degradation or melting with potential for loss of containment integrity or hostile action that results in an actual loss of physical control of the facility. Releases can be reasonably expected to exceed EPA PAG exposure levels offsite for more than the immediate site area.
