F.4.1 Overall Capability Details on the tools and resources in place and available to the Town of Garner were provided by the Town’s HMPC representatives and are summarized in Section 5 Capability Assessment. Based on that information and using the scoring methodology detailed in that section, Garner has an overall capability rating of Moderate.
