Review the conditions that need to be in place to allow the value of the minimum wage to increase in real terms.
In making recommendations in these areas the LPC is asked to take account of the state of the economy; employment and unemployment levels; and relevant policy changes. They have also been asked to consider the country is now entering a new phase where real increases in the NMW can be afforded. The CIPP policy team has created a survey to feed into this review. The survey should take around ten minutes to complete and will close on 1 September 2014. We would be very grateful if you could spare the time to complete this survey as the NMW is something which could affect every employer in the country.
Government consults on National Minimum Wage consolidated Regulations

Following on from the ongoing consultation into the National Minimum Wage (NMW) generally, the Department for Business, Innovation & Skills (BIS) has now launched a separate consultation into new consolidated Regulations. As part of the Red Tape Challenge , the government concluded that the 1999 NMW Regulations and the later amending Regulations should be combined. BIS have also taken the opportunity to update the drafting to be as clear as possible. They are now consulting on the revisions. CIPP comment The changes to the Regulations are ostensibly purely mechanical, and should not include any policy changes. The Policy Team will consider whether this is the case, and will issue a survey if appropriate. National Minimum Wage Investigations

HMRC have confirmed details of their investigations into Minimum Wage (NMW) failures during 2013/14, which provides a helpful picture of the most common problem areas. In 2013/14 HM Revenue & Customs (HMRC) conducted 1,455 NMW investigations. Of those investigated just under half (47%) of businesses had NMW errors. We are grateful to the Pinsent Masons tax team for this report . They point out that employers can inadvertently fail to comply with the National Minimum Wage (NMW) rules in a number of ways. Typical risky areas can be unpaid time, such as training or travelling time or internships, or deductions from wages.
CIPP response to consultation on the National Minimum Wage

The CIPP has submitted its response to the annual consultation on the National Minimum Wage.
The response was produced from the results of a member survey and includes the results of a quick poll on the CIPP website for member opinion on whether the economic climate was now right to increase the NMW to match the UK Living Wage.
