Key points from the report:

 10,817 employers completed their declaration of compliance between April 2013 and March 2014 confirming that they had complied with their duties.  785 potential non-compliance cases referred for investigation.  Outcome of closed cases: in 78% of cases closed in the period, no further action needed to be taken as the employer became compliant shortly after the regulator’s intervention.  1.2 million unique visits to the automatic enrolment landing page on The Pensions Regulator’s website and more than 115,000 letters sent to employers to ensure they are aware of what they need to do and by when.  24% of employers were using a defined benefit (DB) or hybrid scheme for automatic enrolment, 72% a defined contribution (DC) scheme.  56% of employers who declared using a DC trust based scheme opted for a DC master trust and 51% of eligible jobholders were enrolled into them.  4,590 of employers used postponement, the option available to employers to delay the assessment of their workers by up to three months from their staging date.

New survey into automatic enrolment

The CIPP and Payroll World magazine are conducting joint research into automatic enrolment and the lessons that can be learned.

The purpose of this survey is to understand the difficulties faced by employers who have staged, to better enable small and medium businesses to understand and prepare for their obligations. The CIPP and Payroll World thank you for your time in completing this survey . The survey will close on 18 August 2014. Only employers/providers who have staged or have clients that have staged should complete this survey .

Automatic enrolment compliance and enforcement report issued

The Pensions Regulator has published compliance and enforcement details showing how often it has needed to make use of its formal powers to ensure employers comply with their automatic enrolment duties. The Pensions Regulator has published the first of its new quarterly reports on compliance and enforcement. This shows the regulator had used its powers on twenty three occasions up until the end of June this year. The powers listed include the ability to carry out inspections and to issue statutory notices including fixed penalty and escalating fines. Education is a core element of the regulator’s automatic enrolment ‘Compliance and Enforcement strategy’. As well as including details of how many times they have used their powers, this quarterly bulletin includes information about proactive casework, lessons learned from casework and notifications of developments they think employers and/or the industry need to be aware of. These are aimed at helping employers to avoid issues which could lead to non compliance.
