HMRC have issued this detailed guide to Shared Parental Leave and Pay which could take effect from November 2014:
Please find attached the Developer Guide to Shared Parental Leave and Pay. This applies to children expected to be born (or matched for adoption) on or after 5th April 2015 but early births could mean that the first cases of Shared Parental Leave and Pay arise from Nov/Dec 2014. The guide provides details about how Shared Parental Leave and Pay will work for employees and employers and also provides developer specific information such as validation checks and software requirements. Test data will also be produced to support the validation checks listed in the guidance. This will be issued in the coming weeks. This guide and forthcoming test data will published on the HMRC and Gov.uk websites in due course.

The Department for Business, Innovation & Skills (BIS) have now published the draft regulations which will set the overarching framework for shared parental leave and pay.
These documents will be subject to Parliamentary debate in the autumn:
Shared Parental Leave Regulations 2014 Statutory Shared Parental Pay (General) Regulations 2014, and Maternity and Adoption Leave (Curtailment of Statutory Rights to Leave) Regulations 2014.
BIS are currently working on guidance materials for employers and employees to understand and access shared parental leave and pay, and these will be available online shortly.

The government has laid draft regulations in Parliament for debate at a future date, and has also issued some initial guidance.
The draft regulations now published comprise:
Shared Parental Leave Regulations 2014 Statutory Shared Parental Pay (General) Regulations 2014 Maternity and Adoption Leave (Curtailment of Statutory Rights to Leave) Regulations 2014
Regulations on the curtailment of Maternity Pay, Adoption Pay and Maternity Allowance will be laid in Parliament at a later date.
Initial guidance on Shared Parental Leave is now available,
for prospective parents and for employers .
