STRATEGIES ASSESSMENT The strategic assessment is important in looking forward to ensure the SMB2035 success in implementation and readiness of the state to focus on gaps identified in each component. The assessment covers five enablers: funding, infrastructure, regulatory, skills and technology. The F.I.R.S.T™ matrix analysis findings provides an overview of an aspect- based assessment to the proposed strategies according to SMB2035 smart components, which provides a set of useful indicators to assist the Melaka State Government in prioritizing its smart initiatives with targeted measures. Based on the data gathered from a wide range of sources including stakeholder engagements through workshops, focus group discussions, in-depth interviews, and desktop studies focusing on the document review and literature search, it is found that the success rate for SMB2035 implementation is moderately high. Funding

Regulations and policies Regulations and policies seem to be ready and facilitating for all components, except for Smart Environment and Smart Community. A more comprehensive regulatory framework, adoption by Melaka and the subsequent enforcement is required as a pre-condition of implementation for both components. Skills and talents Skills and talents are top-ranked aspects with optimistic prospects in training, upskilling and reskilling initiatives to support the implementation of SMB2035 strategies notably in Smart Living, Smart Community and Smart Digital Infrastructure. Technologies and standards Technologies and standards are critical areas addressed in Smart Digital Infrastructure and Smart Economy. The access to the state-of-art technologies and standards globally will facilitate the adoption at state level thereby enabling SMB2035 implementation. This is very crucial as Smart Digital Infrastructure serves as the backbone of any smart city concept. Its successful implementation would not only catalyse but also directly enable the execution of other smart components.

Funding remains the most prominent concern which is closely related to the speculative post COVID-19 and the subsequent uncertainties, and the state government’s priorities. In particular, the investment required for executing the strategies under the Smart Mobility and Smart Economy initiatives. While the former focuses on the massive amount of sources of infrastructure investment, the latter concerns about the government priorities given the current weak economic performance which may not have included the Smart Economy component. Infrastructure Infrastructure appears to be the top concern in the context of Smart Mobility, Smart Economy and Smart Community. The implication of funding concerns trickles down the impact on readiness of infrastructure which is fundamental for Smart Melaka especially Smart Mobility, that would heavily depend on the intensive investment for a seamless design. For Smart Economy, the readiness of shifting from the traditional business models to the innovative new disruptive models remain a key concern as the transformation and the transition requires not only the incentive from the government but also the ecosystem readiness which could support this shift within the society. Digital literacy and digital divide are among the key barriers which need to be reduced and mitigate with systematic approach in the context of Smart Community.
