SMART GOVERNMENT

CURRENT SITUATION The analysis has positively indicated the implement-ability of smart government strategies. Government structure in Melaka has shown the initiatives to provide informative and quality services to its citizen in relation to businesses and public requirements. All these have been provided through its e-government online services Government Portals.

GAPS • The redundancy in policies execution and project implementation • Limited capacity to monitor and streamline processes which lead to poor coordination • Limited big data sharing and open data platform. OPPORTUNITIES

The availability of data in decision making and its ability to improve good governance practices aim at ensuring the governance structure that is up to date and will fulfil the ever-growing demand on high performance capability.

SMART ECONOMY

CURRENT SITUATION Melaka’s economy records a dynamically growing with internationally recognized UNESCO status and has shown potentials and advantages due to its location near Kuala Lumpur and Singapore. However, the economic sector has been deprived and had become worse in 2020-2021 which reflected in the analysis finding on the considerably range of uncertainties for post-COVID-19. GAPS • Limited economic competitiveness and investment opportunities • Inadequate talented workers with digital competency • Weak coordination in tourism development planning will need to be adequately addressed in order to enable the implementation of smart economy strategies. OPPORTUNITIES The need to move towards a contact-free economy is now needed more than ever and will remain as a strong dynamism in the coming years. The state is committed to achieve a smart city with the launching of digital entrepreneurship platforms, a new business model backed by IoT, and awareness programmes on digitalization.

SMART DIGITAL INFRASTRUCTURE

CURRENT SITUATION Findings indicated a higher feasibility of smart digital infrastructure implementation strategies. This is believed to be closely associated with the speedy adoptions of digital solutions during the COVID-19 pandemic lockdown. GAPS • Melaka still has limited connectivity and coverage for high-speed internet • Lack of cyber threat protection mechanism • Lack of technical knowledge in advance IT which may thwart the strategy implementation. OPPORTUNITIES Existing Digital infrastructure in Melaka needs to be revitalised accordingly to support the development of Smart Melaka. The rollout of ‘Jalinan Digital Negara’ (JENDELA) will provide the advanced digital infrastructure that support future smart solutions.
