IMPLEMENTATION AND MONITORING MECHANISM In achieving Smart Melaka Blueprint 2035 vision and mission, all responsible parties from the planning, evaluation, implementation, and monitoring stage shall be carried out according to their responsibilities effectively, for the project to remain on track within the budget and timeline. Melaka has stated three implementation phases as described below:

The importance of adopting a holistic government approach for developing a coherent and comprehensive model of data governance assists the government to deliver better services while being efficient, transparent, and reliable. The governance structure will adopt Data Driven Public Sector (DDPS) to maximise the opportunities based on data analytics as a key strategic asset with its value defined and its impact measured, and to apply data to transform the design, delivery and monitoring of public policies and services.
GOVERNANCE STRUCTURE
SMB2035 governance structure is overseen by Melaka Digital Council (MELDiC) and spearheaded by Smart Melaka Implementation Committee (SMIC) with the support of Melaka State Planning Unit (UPEN), Information and Communication Technology Division (BTMK) and Melaka ICT Holdings Sdn Bhd (MICTH). Melaka Implementation and Monitoring Office (MIMO) is the monitoring agency to monitor the PSMJ initiatives and coordinate with all the flagships owners / agencies in gathering the data and track the implementation against the KPI. Thus, for SMB2035 initiatives and progress of implementation it will monitored by MIMO under Flagship No. 7. The projects under SMB2035 will be implemented by entities identified by the State. The role of the entities mentioned above are as below.
Melaka Digital Council (MELDiC) is the Steering Committee chaired by the YAB Chief Minister of Melaka and comprises of permanent members from various backgrounds and areas of expertise. MELDiC is assigned by the MMKN in formulating policies, policy implementation and monitoring Melaka state-wide digitization initiatives while at the same time serves as the Advisory Council to the State Government in matters of digitalisation. MELDiC will review and approve all project reported by the SMIC.

Jawatankuasa Penswastaan Negeri Melaka (JKPNM)
JKPNM chaired by YAB Chief Minister of Melaka is responsible to enforce and ensure all Melaka state agencies and subsidiaries comply with the conditions of project privatisation requirement for partnership projects that have been approved by the Pihak Berkuasa Melulus Negeri Melaka to safeguard the Government’s interests.
