Sefton Considered the ‘golf-coast’ of the north, Sefton has hosted numerous Open Championships at the Royal Birkdale, as well as the Ryder Cup. Sefton spans a sweep of beautiful and varied coastline. Formby woods are home to the endangered red squirrel, and its stunning forests & shores are protected & managed by the National Trust, while Crosby beach is the permanent residence of sculptor Sir Antony Gormley’s modern masterpiece Another Place (known locally as ‘The Iron Men’). Further north the vast beach at Ainsdale is ideal for water sports, where you can enjoy such thrilling activities as kitesurfing & para-carting. All of this makes for stunning aerial views, which can be enjoyed by light aircraft enthusiasts at the Ince Blundell airfield. At Sefton’s tip, bordering Lancashire, is the picturesque Victorian seaside resort of Southport. Boasting the UK’s largest manmade lake, overlooked by the smallest pub in Britain. With an indoor waterpark, beachside fun-fair, ornamental gardens, parks and iconic promenade, Southport is a yearround tourist destination. It also annually hosts the National Fireworks Championships, the North West’s largest air show and the much-feted famous Flower Show.

Liverpool

Liverpool is the commercial, educational and cultural capital of Merseyside, and is the second largest City in the North West of England. Located 56km (35 miles) West of Manchester and 31 km (19) miles North of Chester, Liverpool’s status as a port city has contributed to its diverse population, which historically were drawn from a world-wide range of cultures and religions. The City was awarded European Capital of Culture in 2008. Its historic waterfront and mercantile district was awarded World Heritage Site status in 2004 by UNESCO, sharing this honour with 850 other cultural and national World Heritage sites, including the Great Wall of China and the Pyramids of Giza. Liverpool John Lennon is the fastest growing regional airport in the UK, with 5.5 million passengers per annum servicing 70+ destinations. The Merseyrail passenger network is one of the most intensively used commuter rail networks outside South East England, and is the top performing rail operator in the UK, making a car-free commute a popular choice for people throughout the region. Because of its four universities, Liverpool has a thriving Knowledge Quarter. It also has a vibrant and thriving Pride Quarter and The Baltic Triangle (Liverpool’s answer to Shoreditch) for artisan coffees, vegan street food, and live music.

St Helens Home of the famous Saints, rugby league fans will already be well acquainted with St Helens. Formed in 1873, St Helens Rugby Club is one the most successful in the country. But the sporting character of this borough doesn’t end there.

Birkenhead also boasts the world’s oldest publiclyfunded civic park, designed by Joseph Paxton, which forms the basis for the design of Central Park in New York. From coast to coast, Wirral holds diverse points of interest. On its north coast is historic Leasowe, home to Britain’s oldest brick-built lighthouse, where Britain’s first female lighthouse keeper lived and worked. On its west coast are the Hilbre Tidal Islands, overlooking one of Europe’s most critical wildfowl estuaries. The area is a site of scientific interest, where it is common for coastal walkers to see grey seals at rest and play. Knowsley The borough of Knowsley is probably best known for its famous Safari Park, situated in the old acreage of the stately home of Knowsley Hall – the ancestral home of the Earls of Derby since the reign of Henry VII. Knowsley Hall is a Grade II listed building and popular events venue. However, the region is also made up of many unique towns and villages.

St Helens Golf Club has a proud history dating back to 1973, and the region hosts both national and international powerboating competitions at Carr Mill Dam. The Powerboat Racing Club, established in 1923, is based there.

For those looking for a more gentle introduction to boating, Pennington Flashes Local Nature Reserve boasts calm lakes surrounded by quintessential northern vistas. 5 species of RSPB red list birds can be spotted there alongside a host of other wildlife, including the endangered and enigmatic water vole. In Prescot, the Shakespeare North Playhouse has been built to house a 470 seat timber Elizabethanstyle theatre to host a mixture of classical and contemporary performances. Audiences and artists can come together in its open spaces to create vivid and visceral ways of seeing the world. Every summer Knowsley hosts the largest free horticultural show in the North West in a bloom of colour and creativity. Its enchanting annual Flower Show has over 120 different categories that are competed for, as well hosting a circus show and farmers market to delight all ages. The Region of Merseyside

Our Force Strategy outlines what we are all working to achieve before 2025. Everyone has a part to play and it means that overall, we all have the same objectives. How well we perform is crucial because it directly affects the service we deliver to the people of Merseyside. We are rated by Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) as ‘outstanding’ at tackling serious and organised crime. This is incredibly important

because of the harm that organised crime groups pose to our communities. We have also been assessed as ‘good’ in a number of other areas which resulted in us receiving an overall ‘good’ rating for the fourth successive year. It’s crucial that all our officers and staff have an insight into what the force strategy is and how their work is linked to it. If we all have the same goal, we can all work towards achieving it together.

The Portfolio

The Police Commissioner is currently delivering an £130m investment plan to transform Merseyside Police stations and facilities. The strategy focusses on putting more money into frontline policing by selling old, out-dated and inefficient buildings and replacing them with more cost-effective, flexible and fit-for-purpose facilities. By delivering this strategy, the PCC will save £2.5million every year on the cost of running the police estate – protecting 65 police officer posts each year. The money for all the projects are completely separate from, and cannot be diverted to, the funding used to pay for Merseyside Police’s officers and staff.

Merseyside Police Headquarters - Rose Hill Merseyside Police's state-of-the-art new headquarters, Rose Hill, opened for business in October 2021 after being handed over on time and on budget. It was formally opened by HRH, the Earl of Wessex, in March 2022.

Operational Command Centre

Merseyside Police’s new £48 million state-of-the-art Operational Command Centre in Speke opened its doors in November 2018, bringing 1,200 officers and support staff who tackle serious and organised crime together under one roof.

Edge Lane Patrol Hub

In February 2020, a £20m centralised new Vehicle Fleet Management Facility and Police Patrol Hub was opened on Edge Lane providing a purpose-built new base for 700 officers and staff.

Mather Avenue

An £8 million refurbishment of Mather Avenue, including the Mounted Section’s stable block, was completed in January 2020 with the aim of it becoming the force's primary training centre. It also provides a permanent location for the Commissioner's small team.

Bebington Police Station

One of the first major projects to be completed, Bebington Police Station received a £2 million face- lift, including the creation a brand new and purpose built suite for interviewing vulnerable victims and witnesses.

Community Police Stations

A key component of the PCC's 10-year plan for modernising Merseyside Police's estate was the creation of a network of Community Police Stations. Community Police Stations are designed to be accessible, visible centres which are co-located with partners in busy neighbourhood hubs which are already well-used by the communities they serve. To date, 11 new Community Police Stations have been opened. They are located in a diverse range of locations, including within libraries, one stop shops, community centres, at Prescot Fire Station and even one on a railway station platform at Ainsdale. The Community Police Stations enabled the disposal of older police stations that were no longer fit for purpose and in the wrong location. The capital receipts from these stations has been used to invest in the estate. Custody Suites A five-year rolling plan has been introduced with the aim of refurbishing the force’s custody suites. Belle Vale and Copy Lane have already been completed. Lea Green Training Centre A new gymnasium and classroom have recently been delivered at the force's training centre in Lea Green to enable the training of new recruits as a result of the Prime Minister’s recent increase in funding.

Job Purpose:

Reporting to the Director of Resources this critical role provides the strategic interface between the Director of Resources, Chief Constable and the Police and Crime Commissioner. To provide leadership and strategic direction to ensure the delivery of the Force and Police & Crime Commissioner’s Corporate Assets Strategy. The Associate Director Corporate Assets will lead on all corporate assets ensuring the delivery of key strategic objectives to support Force business priorities and protect the reputation of the Force. The role will represent the Force at local and national level.

Other: This post manages a highly skilled department, which provides the Chief Constable and PCC with the skills needed to deliver the specialist services required.

Operating Context:

• Overall management of a highly skilled professional technical department providing a customer focus service to support the delivery of Community First. • Customers are all PCC and Merseyside Police personnel, volunteers and the public • Delivering a service to the Force that meets customer requirements with emphasis on quality control, project management and customer liaison as means of continuous improvement • Looking at a wide range of activities across the whole of the Force’s operation and estate. The work requires extensive knowledge of project management, construction and architecture. • The role requires a full understanding of the different operational activities and special units within the Force, their operating environment and needs. • The postholder will need to be flexible to meet the demands of the role, however ordinarily day working is required.

Role Challenges:

Meeting the continuous changing demands of the Force and meeting customer needs, presenting corporate assets service of the highest standard to the user department and general public of Merseyside. To manage relationships with customers where their needs are met and Force strategy is supported whilst maintaining a clear centrally determined corporate assets strategy which demonstrated best value in use of resources. To maintain relevant knowledge of legislative changes and ensure the PCC and Force are not compromised or disadvantaged and to meet the continuous changing demand of the Force.

Key Accountabilities:

• Lead, manage and set the strategic direction and delivery within the Force for Corporate Assets in order to align activity on behalf of the Police and Crime Commissioner as owner of all Corporate Assets and Chief Constable, to support Force business priorities and protect the reputation of the Force. Represent the Force at a local and national level with regards to Corporate Assets. • Provide specialist professional expert advice to the Police and Crime Commis- sioner, Chief Constable and Director of Resources on the development and di- rection of Corporate Assets, strategies, policies and identify necessary changes to ensure the needs of the Force are met in the most effective and efficient way. • Act as subject matter expert for internal and external stakeholders, retaining and developing critical network occasions across all portfolios. • Deputise for the Director of Resources, at internal and external meetings and events as required, for and across the Corporate Assets portfolio. • Act as Force lead for the development, implementation and management of the PCC Corporate Asset Strategy, which determines all medium and long-term strategic objectives for the PCC. • To be responsible for the development and implementation of the Force wide Environmental Sustainability Strategy, Policy and Carbon Management Plan. Ensuring compliance with legislation to achieve a continuing reduction in carbon emissions. • Lead and direct the continuous review of the service provided by the depart- ment, technology and techniques and the effective use of data with business information to drive performance and promote a climate of continuous improve- ment. • As budget holder be responsible for the delivery of the entire corporate assets service, ensuring that economy, overall strand savings, efficiency and effective - ness are achieved to deliver the PCC and Chief Constables strategic objectives. • Provide overall responsibility on each of the complex and varied design and development schemes, whether buildings or vehicles, providing overall manage- ment of all Corporate Asset staff, external professional consultant teams provid- ing full multi-disciplinary design services, to deliver an agreed rolling programme of projects. • Maintain up to date and analyse national policy and issues which impact upon the key business unit’s activity and advise PCC, Chief Constable and Chief Officers and other managers of the potential implications of such for Merseyside Police, reflecting them in the strategy as required. • Be accountable for all Health and Safety issues, including risk assessment, pertaining to the post holder’s area of responsibility in order to fulfil the statutory obligations of the Health and Safety at Work Act 1974. • Ensure that staff are trained and that all responsibilities relating to information management, data quality and information sharing, intelligence and information security to ensure accordance with the Authorised Professional Practice (APP) on Information Management issued by the College of Policing, including the Home Office Code of Practice on the Management of Police Information (MoPI). security to ensure accordance with the Authorised Professional Practice (APP) on Information Management issued by the College of Policing, including the Home Office Code of Practice on the Management of Police Information (MoPI).

Knowledge & Experience:

• It is essential that the postholder holds a professional qualification in at least one of the key technical disciplines of Engineering, Chartered Surveying, Property Management, or Estates, Facilities Management. • It is also desirable that the postholder has a degree in one of the specialisms. • Must have a comprehensive knowledge of the organisational synergies of the key business areas of the post’s responsibilities and their relationship and interaction with other business areas of the Force. The work requires extensive knowledge of project management, construction and architecture. The postholder also requires a full understanding of the different operational activities and special units within the Force, including their operating environment and needs. • A proven track record of managing at a senior level including experience of managing a large workforce (150+) across multiple sites and functions. • Extensive knowledge and practical implementation of lean process methodology and process re-engineering. • Must have proven ability to deliver results through people. Must be financially astute and commercially aware. • Detailed knowledge of national police contract and procurement procedures. • Previous employment experience in the supplier marketplace of at least one of areas of business specials. • Ability to work under pressure with competing demands. The post does not require or carry any Police Powers.
