SANTA BARBARA, CALIFORNIA Floodwaters have shaped the steep canyons and cliffs along the Cuyama River in the northeastern corner of Santa Barbara County. But while its population is scarce, the area is one of the most dynamic producers of oil and gas in the country. Its green claim to fame are healthy crops like pistachios, wine grapes, and lettuce.
