WHAT IS HAPPENING?
A resubmission to the original Rezoning, Subdivision, and Development Permit application (19-0285) was made by the owner of Semiahmoo Shopping Centre to the City of Surrey in June 2023. The revised plans propose to develop 3 mid to high-rise residential buildings with ground floor commercial uses, potential community amenity space, and a public park on the northern portion of the Semiahmoo Shopping Centre site. The development is Phase 1 of a long-term vision for the Semiahmoo Shopping Centre site, in accordance with the approved Semiahmoo Town Centre Plan.

The Subject Site is located within the Semiahmoo Town Centre Plan area, which is intended to serve as the primary commercial, institutional, and civic heart of South Surrey. The ‘Phase 1’ site, subject of the current proposal, occupies the northern portion of the Semiahmoo Shopping Centre Site along Martin Drive and 18 Avenue.

OCP DESIGNATION
The Subject Site is designated ‘ Town Centre ’ under the Official Community Plan (OCP). This designation is intended for land- use that will support Semiahmoo Town Centre as the primary commercial, institutional, and civic heart of South Surrey. PERMITTED USES Land-uses within the Town Centre designation may include public facilities, institutional and civic uses, office, retail, multi-family residential, and mixed-use developments.

The Semiahmoo Town Centre Plan (TCP) received Council approval on January 31, 2022. This comprehensive plan is the culmination of five years of extensive work and engagement. It envisions a compact, sustainable, and transit-oriented urban center that will serve as the cultural and commercial hub of South Surrey. This strategic plan is designed to steer growth and redevelopment for the forthcoming 30 years.

CURRENT APPLICATION (PHASE 1)
The ‘Phase 1’ site plan proposed under the current application fits within a long-range vision for the Semiahmoo Shopping Centre site, which would see the remaining shopping centre re-developed into a mixed-use neighbourhood hub for Semiahmoo Town Centre in the future. The long-range vision would introduce a number of new public streets, residential uses, commercial uses, plazas, an expanded public park, a transit hub, and more, in accordance with the Semiahmoo Town Centre Plan.
