Supporting pathways, shaping policy, and building a better housing system

Advocacy and partnerships In parallel with property and service delivery, Housing Choices continued to contribute to housing policy and sector reform in 2024-25. • Government engagement – we actively contributed to policy discussions on housing supply, income support, and service system interfaces, showcasing the outcomes delivered by community housing. • Sector leadership – we collaborated with peak bodies and other community housing providers, including through submissions to federal and state housing strategies, to advocate for sustained investment in social housing and tenant rights. • Reputation and trust – we strengthened relationships with Ministers, Members of Parliament, and government agencies, reinforcing Housing Choices’ standing as a reliable delivery partner. • Community voice – we ensured resident perspectives informed advocacy, particularly highlighting diversity, inclusion, and lived experience in policy dialogue.

Our Five-Year Strategic Plan 2024-29 is structured across three horizons. Horizon 1 focuses on building the platform – establishing priorities and initiating projects that underpin transformation. In 2024-25, the first year of the Plan, Housing Choices started to consolidate our platform. As of June 2025: • 39 development projects were underway across Australia; and • 1,666 dwellings were in progress, strengthening housing supply for future residents. Our investments in systems, processes, and capabilities position Housing Choices to leverage our platform in Horizon 2 and 3, where we shift our focus to expanding services and homes while deepening our role as a trusted partner in addressing housing need. Building pathways for residents Alongside system-level work, Housing Choices maintained our focus on supporting individual pathways beyond social housing. This included partnerships with community services, health providers, and local governments

Moving forward is both the final stage in the resident journey and a reflection of Housing Choices’ role as a national housing provider with a social purpose. For residents, this stage may involve transitioning from social housing into private rental, supported accommodation, or other independent living arrangements. Housing Choices’ role is to equip residents with the tools and confidence to succeed, while contributing to broader system improvements that make these pathways more viable.
