THE BEP MISSION Our mission is to secure a deeply good academic, social and civic education for every child and young person living in Birmingham.
Birmingham Education Partnership (BEP) exists for the benefit of every publicly funded school in Birmingham and seeks to be co-led by, and build on, the strengths of all Birmingham Schools. BEP is committed to all schools being included and recognises that local, city and national connectivity is a key to success for schools at every stage of their development.

Role of Consortium Partner and Secondary Network Lead
BEP is committed to supporting the Birmingham promise to promote the achievement and well-being of all children and young people in the city, including pupils with SEND. To do this BEP created the Consortium Partner role. Consortium Partners' responsibilities are to engage and develop strong relationships and collaborative working within Primary Consortia, that will implement robust plans and strategies to support all schools in delivering better outcomes for young people. Our Secondary Network Lead works to co-ordinate the Networks across the city, ensuring that BEP is integral to, and known throughout, the secondary landscape as a facilitator, sign poster and provider of high-quality contract funded and traded school improvement initiatives.
Core Responsibilities of Consortium Partners
1. Attend Consortium meetings and support the Chair. 2. Support Consortia to identify common areas of need, assisting with planning and implementation of specific school improvement projects on identified priority areas within the Consortia.

3. Support and quality assure specific school improvement projects where BEP is the broker for schools (e.g. WalkThrus, Writing Revolution, Alex Bedford - book study guides). 4. Support and quality assure subject peer review implementation (where capacity allows). 5. Provide support and training for schools or groups of schools. 6. Act as the BEP/BCC link for conversations with Ofsted, including attending Ofsted feedback meetings. 7. Deliver brief overviews of the Ofsted framework and any significant updates to it. 8. Lead an annual individual conversation with schools, supporting them in identifying their strengths and areas for development, with a focus on raising standards. 9. Advise and broker any school improvement work in individual schools, keeping the chair informed.

BCC commissions BEP to provide school improvement across the city, which we deliver through:
Partnership Engagement
We support partnership working across all Birmingham schools, using the Consortia and Network model to engage Nursery, Special, Primary and Secondary schools.
Partnership Delivery
We design programmes of support around specific whole city priorities and deliver training and bespoke improvement support to groups/individual schools around these priorities, with a focus on Maintained schools and Primary schools. We also signpost to and from our Birmingham Institute of Professional Learning (BIPL) partners to support need.
Focus on Vulnerable Schools
We have a specific focus on our most vulnerable schools, whom we develop through our Keys to Success work with our experienced consultant team.

TRADED DELIVERY
Beyond the expectations of the BCC SI Contract and our universal services to all schools, we have broadened our delivery offer to meet the requests and requirements from leaders across the city, and beyond. These are delivered through a highly skilled, experienced pool of BEP consultants, carefully matched to meet need.

Each year the team identifies improvement areas that reflect the needs of the city through using key data, horizon scanning, and most importantly through listening to leaders. Flexible, Relevant and Responsive, in all Tiers Whilst it is important to have a plan, it is equally important to be agile and adaptable. So, we will: TIER 1: EXCELLENCE IN LEADERSHIP Our ‘Excellence in Leadership’ offer aims to support and strengthen leadership at different levels to improve the outcomes of our children and young people. Listen to leaders. Closely monitor the trends that arise from external data. Keep abreast of new initiatives to ensure that we are consistently meeting leaders’ needs and expectations and amend our offer accordingly.

In Birmingham, we realise that managing SEND is a real issue for schools. We are also aware of the high priority that the Local Authority is giving to SEND in the coming year. Our SEND initiative threads through all our other priorities. We have a strong Inclusion Team at BEP and our offer reflects our ambition to support leaders in facing challenges along with our partners.

Why is this area a priority?
Leadership is key to every aspect of a successful school and a foundational rock on which to build. It is always the key focus of our annual BEP/BCC ' Learning to Shape Birmingham ' Conference, and the targeted offer that follows aims to add further enhancement to the improvement in leadership across the city. Heads have told us that some of their more significant ‘burning issues’ are around the development and resilience of leaders, so we have taken account of this in our planning for this tier.
This area of development is a priority, in order to:
Invest in succession planning for the city by providing more opportunities to develop leaders, complementing existing national and local provision. Inspire and unite existing leaders, supporting their development of school vision and culture. Continue to build the reputation of Birmingham as a place of excellence in leadership.

WELCOME TO BIRMINGHAM HEADSHIP This newly designed package aims to help new Heads, as well as Heads who are new to Birmingham, find out practical information around the “I don’t know what I don’t know” conundrum. It features half-day meetings three times a year, giving a chance to network with other new Heads and to be introduced to key people who can support you. BEP LEARNING TALKS: PERSPECTIVES IN LOCAL LEADERSHIP From our broad range of experienced and innovative leaders, we will be presenting speakers for half termly webinars, delivering their view of leadership. This will provide inspirational and varied perspectives and enable us to share good practice across the city and really learn from each other. This will also be a gateway to learn about their schools and settings and potentially to broker visits in order to deepen learning.

Diversity within and through School Leadership. Creating a school culture that promotes diversity, for staff, for the children, and for the community. Is your curriculum fit for purpose in your community in our modern world? Use this webinar to self-evaluate this question and then do something about it! Workload and Time Management. WHAT WE ACHIEVED LAST YEAR
We believe that having a sound understanding and application of pedagogy is key to schools achieving successful outcomes for all pupils. Our focus is to support schools in developing strong, research-informed teaching and learning practice so that their staff can become the most effective practitioners they can be. At the heart of our pedagogy tier is a discounted subscription offer to the WalkThrus approach, designed by Tom Sherrington and Oliver Caviglioi. The approach has been designed within the context of seeking effective solutions to deal with the complex issues surrounding classroom teaching and the difficulty in providing effective and impactful CPD. You can watch Tom Sherrington give a short introduction to using this approach here, which is a useful starting point for schools considering subscribing. Schools are able to subscribe at any time for a 3-year subscription and further details can be found here.

BEP’S WALKTHRUS OFFER IS SUPPORTED BY:
Membership WalkThrus Learning Communities. These will focus on the sharing of case studies of WalkThrus in practice as well as facilitated discussions to help develop practice, inspire, and motivate. Meetings will be held termly, in different areas of the city, beginning in the second half of Autumn term 2023. PRIMARY SUBJECT PEER REVIEWS This is a coaching model to support schools in a self-led system of continuing school improvement. The BEP Peer Review Programme enables schools to build strong, supportive, and mutually beneficial relationships that deliver sustainable self-improvement. BEP subject peer reviews help schools rigorously challenge each other and identify priority areas for development. It supports schools in celebrating strengths and learning from one another within a culture of collective accountability.

PUPIL BOOK STUDY The final piece in the curriculum jigsaw. We have commissioned Alex Bedford to deliver training for Birmingham leaders enabling you to quality assure your curriculum. Based on the best-selling book this provides systematic toolkit that enabled leaders and teachers to focus on evaluating their curriculum, teaching and learning in a precise, evidence- rich environment. This programme encompasses three 1-hour webinars and a one-day in- person session with Alex modelling the Pupil Book Study approach in a school. TIER 2: ENGLISH
Why is this area a priority?
WHAT WE ACHIEVED LAST YEAR
English is a subject in its own right and provides the knowledge and skills to access the whole curriculum. The development of pupils’ spoken language, reading, writing and vocabulary are integral aspects of the teaching of every subject and provide pupils with the ability and opportunity to communicate their ideas, opinions and emotions. Writing is one of the subjects disproportionately affected by the pandemic and where catch up has been slowest. Recent KS2 data also shows reading attainment has dipped despite previous improvements. For this reason, we have designed an offer with a range of training, support and engagement approaches with something for everyone. We are working with partners to design further offers to support Birmingham schools to improve standards in reading. More information will be available via your Consortium Partner and the hub in the new academic year. More than ever before, the need for additional attention to early literacy skills have been necessary in the secondary phase, likely linked to the legacy impact of the pandemic. The BEP English offer is aimed at both primary and secondary phases.

RAISING STANDARDS THROUGH AMBITIOUS LITERATURE: OPENING DOORS WITH BOB COX Join a new collaboration of Birmingham schools, facilitated by Bob Cox and his team to deliver routes to ambitious English. This will include a mix of in-person and online sessions to cover topic titles such as: Using Taster Drafts and Strategies for Quality Writing. Opening Doors to Poetry. The Opening Doors Strategies Toolkit: Radial Layouts. Exploring Key Principles for Richer English: Non-Fiction. Opening Doors to Richer English: Exploring Specific Key Stage 1 Ideas. Ambition and Inclusion: Ways forward to open doors for all pupils. This is a real opportunity for teachers to feel part of something that is growing across the city, plus their own pupils' work should improve as they share and learn.
SUBJECT SPECIFIC WRITING SUPPORT: HIGH QUALITY RE Gain insight into how best to maximise opportunities to reinforce the quality of children’s writing without sacrificing the rich subject content or rigour of RE. ADVANCING THINKING THROUGH WRITING: THE WRITING REVOLUTION IN BIRMINGHAM (COHORT 2) The Writing Revolution (TWR) offers a clear, coherent method of instruction for any subject or year group that turns struggling writers into strong communicators, deepens their understanding of content, and develops their analytical abilities. It enables educators to teach writing skills and content simultaneously.
SECONDARY PHONICS Upskilling secondary school teachers so they understand the importance of phonics as a strategy for reading and spelling, have a working grasp of accurate subject knowledge in phonic and knowing how to apply the knowledge to enhance children’s progress and close gaps in learning as part of day-to-day quality first teaching.
UNDERSTANDING THE ALPHABETIC CODE

This training will increase the subject knowledge of teachers, teaching assistants, and leaders. Our aim is to provide a range of professional development activities to support primary colleagues in delivering the Early Years Statutory Framework and providing provision of the highest quality for our youngest pupils. We continue to develop strong working relationships with partners to establish complementary offers. The focus for our EYFS offer is leadership and teaching and learning in EY classrooms in primary schools, however some of the following offers may be suitable for other settings.

UNDERSTANDING QUALITY IN EYFS This course has been designed for Headteachers and Senior Leadership Teams with limited experience of practice in the EYFS. SUPERVISION AND COACHING FOR THE EARLY YEARS FOUNDATION STAGE Supervision is a statutory requirement of the EYFS. This session ensures delegates understand the legal requirements and can conduct effective supervision sessions working within the parameters of the role. It also provides exemplar materials, facilitating support to implement the process in school.
DEFINING QUALITY AND MONITORING TEACHING & LEARNING IN THE EYFS Delegates will develop the knowledge and confidence to recognise and articulate features of high-quality practice. They will be able to select and use a range of monitoring tools to improve the quality of teaching, practitioner interaction and learning environments.

GROWING YOUR OWN EY CURRICULUM Delegates will be able to understand, the process through which to develop and implement a properly sequenced EY curriculum to enable pupils to build their knowledge and skills towards the agreed end points.
SEND AND INCLUSION IN THE EARLY YEARS This course will look at the key statutory requirements around the SEND Code of Practice and the Equalities Act. More importantly, we will explore how such policies might translate into practice. What are some of the day-to-day realities when supporting young children with SEND that have transitioned into our schools, often with a range of diverse additional needs?

In Birmingham, we recognise that supporting pupils with SEND is a priority for leaders in our schools. For this reason, Inclusion is our Tier 3 initiative in that it threads through all our other priorities, and it is an area where we work closely with Birmingham Local Authority to avoid confusion and repetition. We have a strong Inclusion Team at BEP and our offer reflects our ambition to support leaders in facing challenges along with our partners. Attendance and Behaviour are also key areas schools are prioritising in their development plans and therefore we are committed to facilitating opportunities for school leads in these areas to develop their vision and culture alongside their peers from both within and outside their own settings.

SEND REVIEWS In a time of austerity when schools are having to think differently about how best to meet the needs of children with SEND, the review process provides an opportunity to gain a fresh perspective from experienced SEND and School Improvement Leaders. The review provides external validation of a school’s self-evaluation and will help to develop the SEND strategy, in order to effectively support children and young people to achieve good outcomes.
SENCO SUPPORT
Mentoring, Supervision, focus visits and Interim SENCo packages of support are available to develop effective leadership of SEND in each Birmingham School. MAXIMISING THE PRACTICE OF TEACHING ASSISTANTS BEP has two licensed trainers for this research-led course. The training provides Teaching Assistants with the skills to scaffold learning and help pupils become confident, independent learners.
