Miller Waste representative Mike Snow said last y ear that rec y clables that the y could not sell within 24 hours would go into the landfill. Snow esti- m ated 12 per cent of m aterial received would be rec y cled. Miller Waste operates several rec y cling plants in southern Ontario, but does not currentl y own a landfill to dispose of the residuals which can- not be profitabl y sold. However he said he was aware the y referred to the proposed CRRRC as a rec y - cling centre, even though the m ajorit y would be landfill. Russell Township Ma y or J.P. CARLSBAD SPRINGS | Taggart-Miller, the pro- ponent of a controversial plan to build an inte- grated waste disposal facility in Russell Town- ship, has purchased another 460 acres just outside the township border near Carlsbad Springs, on the outskirts of the City of Ottawa’s Cumberland Ward. Taggart-Miller representatives did not re- spond to specific questions in e m ail requests, but sent a m edia release stating the site, located five kilo m etres fro m the first proposed site, is an alternative the y are considering. According to the release, the co m pan y will not decide on an option before 2013. The co m pan y is proposing it as another waste disposal and landfill site. Interestingl y enough, 30 y ears ago, it was de- ter m ined that soils at that site were too unstable for such a purpose. According to Blair McArthur of the Miller Group, the proponents plan to sub m it one ter m of reference docu m ent for both sites. “The pro- posed first step in the environ m ental assess- m ent (EA) process after the ter m s of reference are approved will be to co m pare the two sites and select one as preferred,” said McArthur. The Ministr y of the Environ m ent has been con- tacted several ti m es to ask if sub m itting a single ter m s of reference for two different sites was al- lowed under their guidelines.
