Legal: to facilitate and provide access to prompt and responsive legal advice that is high-quality, fit- for-purpose, solution-based and grounded in a robust assessment of legal risk. Insurance: to ensure that the University has appropriate and cost-effective insurance policies and coverage to mitigate the impact of potential claims. Health and Safety: to provide, maintain and enhance a healthy, safe and secure environment for all students, staff and stakeholders and to promote these responsibilities at all levels within the University. The Corporate Services Directorate is led by the University Secretary, Adrian Parry. Its work focusses upon creating and maintaining a robust infrastructure to support good corporate governance, compliance and decision-making within the University; ensuring that the University meets its statutory and legal obligations. Its activities fall within the following broad themes: Corporate Governance: to maintain and improve a robust infrastructure in support of strong governance and good decision-making; with especial attention to the University’s regulatory accountabilities. Information Governance: to establish and deliver comprehensive information governance structures and approaches that encourage and support best practice in the use of information and data and meet the University’s obligations under Freedom of Information and the General Data Protection Regulations. Executive Support: to provide for efficient and effective administrative support by organising and supporting the day-to-day activities of the University’s senior leaders. Risk: to facilitate the identification, assessment, prioritisation and management of risk to support efficient and effective decision-making. Business Continuity: to ensure that the University can continue its business-critical functions despite any incident that disrupts its activities.

The Role

Security • To develop and maintain the University’s Security Strategy and Security Policy, andsupporting documentation such as the CCTV Policy, consulting with relevant University officers and University committees. • In the capacity as the Head of Health, Safety and Security Strategy, to be thenominated “customer” for the services provided by Kingston University Service Company Ltd (KUSCO) Security and link between the University and KUSCO Security. Risk Management and Compliance • To ensure the appropriate systems and documents are in place to report and monitorany Health, Safety or Security Incidents. To oversee and, where necessary, lead or support the response. • To monitor the occurrences reported on the Security incident management system aswell as the University “Awaken” incident reporting system, identifying and reporting any trends, and making recommendations to mitigate institutional risk. • To develop, in consultation with other relevant managers, University policies andstrategies for achieving legal compliance with both Health and Safety and Fire Safety requirements in a coordinated and cost-effective way and to monitor their implementation. • To identify material areas of non- compliance (with particular reference to any strategicshortcomings) within any area related to Health and Safety requirements and initiate actions with the relevant line managers / KUSCO to take appropriate remedial action. • To support the Insurance Manager by providing documentation to support the responseto any civil claims involving safety issues • To lead the programme of internal and external audits of the Health and Safety

function within the University and take forward action plans including overseeing preparatory arrangements provision of corrective action plans, and acting as lead internal auditor. • To oversee the provision and delivery of the University’s Health and Safety trainingprogramme including delivering training sessions as required. Provide training, briefing and materials for members of the Duty Executive roster. To be the named contact and chief trainer for the IOSH Managing Safely and Managing Safely refresher courses delivered. • To manage the relationship between the University and the enforcing authorities, suchas the Health and Safety Executive, Fire Brigade, British Security Industry Association, including leading the response to any enforcement action. Committees • To act as clerk and coordinator for the University Safety Committees (University Health,Safety and Security Committee and the Health, Safety, Security and Environment Executive Group). • To provide Health and Safety advice to a range of University Committees and forums,including University Safety, Health and Security Committee, Health, Safety, Security and Environment Executive Group, SLT, Risk and Business Continuity Committee, Travel Advisory Group, Estates Project Team and PREVENT Group. To lead the University’s Health, Safety and Security function, and be accountable for ensuring that the University has effective arrangements in place to protect the health, safety and welfare of all building users, University assets and the estate. To provide advice and guidance on all matters of health, safety and security strategy and compliance issues to all areas of the University. To devise a training needs matrix for all staff and organise provision of the training identified as necessary. Role & Responsibilities Institutional expert • To monitor and advise the Senior Leadership Team, and other stakeholders asrequired, on changes needed following introduction of new or changed Health and Safety legislation, any changes in Security threat levels, requirements or arrangements needed to respond to changes in perceived threat levels or following incidents or occurrences with strategic implications that identify areas or functions where improvements are needed.

Knowledge and Qualifications • Be professionally qualified in health and safety, holding a Chartered Membership of the Institution of Occupational Safety and Health or equivalent • To have a thorough and demonstrable working knowledge of theprinciples of Health and Safety with evidence of CPD. • A first degree or post-graduate qualification in health and safety,occupational health or related discipline or equivalent. • A thorough knowledge of health and safety legislation and itsapplicability in an organisational context. Skills & Competencies Essential: • Demonstrable experience of working as a Health and/or SafetyManager in complex organisations, including some experience in the public sector. • Line management experience, including that of specialists. • High level skills in numerical and verbal reasoning. • High level of influencing skills • Excellent communication skills both orally and in writing, withthe ability to communicate appropriately across all organisational levels. • Experience in working with computer-based health and safetysystems and a high level of computer literacy. • Experience of managing the process and production of papersfor a Health and Safety Committee.
