Lise Bourgault in Cameroon to help women in politics gŏđŏ editionap.ca
ture taken without a veil. Last June, Elections Cameroon (ELECAM), with the collaboration of UN Women and the United Nations Development Program (UNDP), launched a campaign to boost the participation of women in politics and reduce the gender gap in the parliament. ELECAM indicates that there are 25 female members of parliament out of 180 in the current eighth legislative period and 23 fe- male mayors out of 360 mayors in the coun- try. “There’s a lot of work to do and I feel that the Cameroon women have the desire to become an integral part of the political sys- tem, but that they need some kind of jump- start to help them,” explains Bourgault. “I have worked before with parliamentarians in Africa and there are so many candidates, parties and factions that many simply don’t know where to start.” Working for a common goal will be the key to the success of the mission. Going against political archaic movement and tra- dition won’t be a piece of cake. But Camer- oon is a young nation, where 40.9 per cent are under 15. The new generation needs to step up, for better or worse. “I will do my best to motivate them and teach them what politics is all about,” con- cludes Bourgault. “Their voices need to be heard but at first, we need to lay the ground- work for a real, stable and useful political agenda. Democracy is always a long shot and they need to work together for a better future. To enter the political landscape, they need to know what they are in for and why they need to be there. It won’t be easy, but it sure will be rewarding in the end.”
country, but also to reflect on our own po- litical system. In 2013, I’m going to Camer- oon to start an organization that will help women break the glass ceiling and make their way into politics.” The NDI is a non-profit, non-partisan, non-governmental organisation working to support and strengthen democratic in- stitutions worldwide through citizen par- ticipation, openness and accountability in government. For the Cameroon mission, Bourgault will assist locals with the found- ing of a women’s rights organization and use her personal political experience to coach and teach. “I remember one NDI mission in Ivory Coast where we talked and discussed poli- tics with the MP for three days straight. It was a challenge, since many of them didn’t have one ounce of political experience be- fore the elections. They needed guidance
and reassurance for sure,” says Bourgault, who is also a former mayor of Brownsburg- Chatham. “Going into politics as a woman isn’t an easy task in Africa since women were shunned so long from the political sphere,” said Bourgault. “With parliamentary elec- tions scheduled in 2013 in Cameroon, the political landscape is changing and it will be a challenge to not only recruit women, but also convince them that they have their place as political leaders of their country.” Located in west Central Africa, the Repub- lic of Cameroon has a diverse ethnical back- ground among its 20-million inhabitants. Christianity is the leading faith but Islam is soaring. Muslims account for 21 percent of the population. With the implementation of biometric registration of voters for the 2013 elections, many women fear they won’t be able to vote since they can’t have their pic-

In October, former Argenteuil-Papineau MP Lise Bourgault was part of a 430-strong independent bilateral election observa- tion mission in Ukraine to observe and help monitor the parliamentary elections. While the mission was under the umbrella of Canada’s Civilian Reserve, Bourgault was recommended by Washington’s Na- tional Democratic Institute (NDI), an orga- nization she will again partner in 2013 for a mission in Cameroon. “In Ukraine, it was the first time that I was involved in an observatory role for an elec- tion,” said Bourgault. “As a former MP, it was a thrilling experience to not only feel and observe the election process of a foreign

Election March 3 Harrington Township voters will go to the polls March 3 to fill the councillor’s seat formerly held by the late Randy Wat- son, who passed away October 29. February 1 is the deadline for candi- dates to enter the race. Watson, a long-time member, died fol- lowing a battle with cancer. Although she had been defeated in the November 2009 general election, Watson returned to council in July of 2010, when she won a by-election to fill the number 5 seat that had been vacated by Robert Parkinson. Snow accumulation has already be- come a problem in some communities, such as Vankleek Hill, where this bank had risen to the bottom of a“Stop” sign at Union and Mill Streets. Luckily, a January thaw provided some relief for snow-weary residents. Photo Richard Mahoney
