U MADAOP Lucas County stands as a bea- con of hope and support for the residents of To- ledo, Ohio, and throughout Lucas County, located in Northwest Ohio. Established in 1980 following the passage of Ohio General Assembly's HB 204, the Urban Minority Alcoholism and Drug Abuse Outreach Program, Inc. (UMADAOP Lucas County) has been instrumental in addressing the challenges of alcoholism and alcohol abuse in the African American and Hispanic American com- munity. The driving force behind the establishment of UMADAOP organizations, including UMADA- OP Lucas County, was the visionary former Cin- cinnati State Representative, William L. Mallory, Sr. His dedication to the well-being of minority communities catalyzed the creation of the origi- nal seven Ohio UMADAOP organizations, laying the foundation for transformative change and em- powerment.
