Ubicado en la intersección de Av. El Rodeo y Av. La Dehesa, la obra se constituye en un hito comunal con orientaciones completas hacia todos los puntos cardinales. El emplazamiento permite y a su vez ordena hacerse cargo de las características geográficas, clima, topografía y de las situaciones y flujos urbanos y sociales, cualidades que le otorgan una identidad potente y necesaria, propia de "la casa del ciudadano". Located at the intersection of El Rodeo and La Dehesa avenues, the building becomes a district landmark with full orientation towards all the cardinal points. The site allows and at the same time forces to consider the geography, climate, topography, and the urban and social situations and flows, qualities that produce a powerful and necessary identity, characteristic of "the citizen's house".

El partido general del conjunto propone realzar las virtudes conceptuales de un espacio eminentemente público y a su vez potenciar las características propias del lugar en que se emplaza. La organización programática comprende un uso flexible, variado, incorporando zonas públicas donde el flujo de personas es continuo y diario, y zonas privadas donde se categorizan según las relaciones administrativas necesarias. El corazón del edificio es el espacio común y público por excelencia, una espacialidad vacía que recorre el edificio en un juego de alturas: dobles y triples alturas que se intercalan entre sí para permitir la circulación, otorgar vistas, realzar y dar significado a situaciones y permitir el reconocimiento de la complejidad funcional.
The master plan of the complex enhances the conceptual virtues of an eminently public space and in turn strengthens the features of the place. The program organization comprises flexible and varied use, incorporating public areas where the flow of people is continuous and on a daily base, and private areas where these are categorized according to the necessary administrative relations. The heart of the building is the common public space par excellence, an empty space that runs through the building in an interplay of double and triple heights that alternate with each other to allow circulation, provide views, enhance and give meaning to certain spatial situations and allow recognition of the functional complexity.
