Este vacío se relaciona mediante escaleras que observan el todo a medida que se asciende, en un recorrido con la luz que baña el corazón del edificio desde distintas aberturas, tanto en fachadas como en el cielo. A medida que el edificio escala en sus niveles, el programa arquitectónico deriva en áreas de carácter privado culminando en un remate superior, la concentración de la esfera política, con la oficina del alcalde y el concejo, unidas por un puente que permite tanto la conexión como la necesaria privacidad de ambos sectores. El "desarrollo" del edificio (zonas intermedias entre el "inicio-plaza pública" y el "remate- Alcaldía") comprende un espacio libre y funcionalmente estricto respecto a las relaciones que se deben dar entre los distintos departamentos. This void is connected by stairs that contemplate the whole as they rise, in a path that follows the light bathing the heart of the building and coming from different openings, from the façades as well as from above. As the building rises, the architectural program evolves towards areas of private character culminating at the top with the concentration of the political sphere, with the office of the mayor and the council, linked by a bridge that allows both the connection as well as the necessary privacy of both sectors. The "deployment" of the building (intermediate zones between the "start: public square" and "end: Mayor’s Office") comprises an open and functionally strict space with respect to the required relations between the different departments.
