La propuesta toma como base de proyecto el reciclaje de la abandonada estructura y el hacerse cargo del rol simbólico del edificio para la comuna, doloroso testimonio de esperanzas y promesas no cumplidas. Como principio fundacional, condición del proyecto y parte del modelo de negocios, además de ser funcional debía asumir la carga emocional de los vecinos y la adecuada inserción urbana en un entorno fuertemente afectado por la enorme estructura. Esto se materializó a través de un inédito y exitoso proceso de participación ciudadana con notables resultados. La arquitectura propuso incorporar la infraestructura del antiguo hospital adecuándola al nuevo uso sin alterar su estructura, funcionalidad y expresión formal, rescatando y preservando la historia, memoria e identidad del sector. Constituye el registro de una época, materializándose en un patrimonio construido por la relevante expectativa de los habitantes. El nuevo proyecto sustenta su propuesta en
el rescate y reconocimiento de los conceptos de diseño propios de la arquitectura de los años 60, en que sus paradigmas son el modelo placa y torre, la separación de funciones, las circulaciones y áreas de servicio expuestas como recurso expresivo y ordenador en fachadas. Junto con la renovación del edificio, se consideró incorporar usos urbanos de servicio a modo de aporte a la comunidad, como un bulevar comercial, casino público y diversas oficinas públicas. The proposal’s design base is the recycling of the abandoned structure and the adoption of the symbolic role the building has for the commune, a painful testimony of hopes and unfulfilled promises. As a foundational principle, project premise and part of the business model –in addition to being functional– it had to assume the neighbor’s emotional charge and the adequate urban insertion in a context strongly affected by the enormous structure. This was
materialized through an unprecedented and successful process of citizen participation with remarkable results. The architecture proposed to incorporate the infrastructure of the old hospital adapting it to the new use without altering its structure, functionality and formal expression, rescuing and preserving the history, memory and identity of the sector. It constitutes the record of an era, materializing as built heritage due to the relevant expectation of the inhabitants. The new project bases its proposal in the recovery and recognition of the design concepts inherent to the architecture of the 60s, in which its paradigms are the slab and tower model, separation of functions, and exposed circulations and service areas as an expressive and organizing resource on the façades. Along with the renovation of the building, the addition of urban services as a contribution to the community was considered, such as a commercial boulevard, public canteen and various public bureaus.
