De gran relevancia para las proyecciones de desarrollo regional, el concurso responde a una iniciativa de la Empresa Portuaria Austral (EPA), a fin de definir un plan para intervenir de manera integral el polígono funcional portuario y modernizar y aumentar la capacidad operativa del Puerto de Magallanes. La ampliación del recinto portuario permitirá, entre otras cosas, la recalada de cruceros de mayor tamaño –llegan más de 100 mil pasajeros al año– y acoger, desarrollar y potenciar nuevas demandas de servicios. Las instalaciones se planifican para el año 2020, a 500 años de que Hernando de Magallanes circunnavegara el planeta. El concurso consideró el desarrollo de tres hitos urbanos: plan maestro de espacios públicos para el rediseño del entorno del área portuaria; reorganización del polígono portuario a nivel de plan maestro y anteproyecto del nuevo TIP, cuya construcción probablemente se convierta en el mayor espacio cubierto de la ciudad, además de un inmueble sustentable y referente de arquitectura contemporánea coherente con las condiciones de un hábitat y territorio extremo. El jurado estuvo integrado por los arquitectos Luis Eduardo Bresciani, Jorge Cortés, Rodrigo Duque, Antonia Lehmann, Jorge Moscato, Edward Rojas y Alberto Texido. También participaron representantes del MOP, de la empresa organizadora, del municipio y de la academia, entre otros. El director del concurso fue el arquitecto Sergio Baeriswyl. Participaron 44 proyectos. The expansion of the port area will allow, among other things, the landing of larger cruise ships –which carry more than 100 thousand passengers a year– and to welcome, develop and strengthen new service demands. The facilities are planned for 2020, 500 years after Hernando de Magallanes circumnavigated the planet. The competition considered the development of three urban landmarks: master plan of public spaces for the redesign of the surroundings of the port area; reorganization of the port area at a master level plan and the preliminary draft of the new IPT (International Passenger Terminal), the construction of which is likely to become the largest covered space in the city, as well as a sustainable building and reference for contemporary architecture consistent with the conditions of an extreme habitat and territory. The jury was composed of architects Luis Eduardo Bresciani, Jorge Cortés, Rodrigo Duque, Antonia Lehmann, Jorge Moscato, Edward Rojas and Alberto Texido. Representatives of the Ministry of Public Works, the organizing company, the municipality and the academy, were also part of the jury, among others. The director of the competition was architect Sergio Baeriswyl. 44 projects were submitted.

Se activará este frente dotándolo de un nuevo programa, transformando su tramo costero en un espacio de permanencia, paseo y recreación. La intervención parte desde el casco histórico, proponiendo un nuevo modelo de espacio público que prioriza al peatón, pone en valor los edificios patrimoniales existentes y fluye en forma continua hacia el puerto, conectando la ciudad interior con el frente marino. El plan maestro abarca una superficie de 45.872 m².
