AVIS EST DONNÉ QUE la co r po r ation du canton de Russell tiend r a une r éunion publique le 3 e jour de novembre 2020 à 18 h pour considérer l’établissement d’une zone d’améliorations communautaires et pour un plan d’améliorations communautaires pour le Parc Industriel 417 & Parc d’Affaires à Embrun conformément à l’article 28de la Loi sur l’aménagement du territoire, L.R.O. 1990 , dans sa formemodifiée. ET PRENEZ NOTE que la p r ovince de l’Onta r io a y ant décla r é l’état d’u r gence et continuant de p r end r e des mesu r es impo r tantes pou r limite r la t r ansmission du vi r us COVID-19, le canton continue de p r otége r la santé et la sécu r ité du public, du conseil, des memb r es du comité et les emplo y és tout en t r aitant les demandes en ve r tu de la Loi su r l’aménagement du te rr itoi r e. Pa r conséquent, le canton tiend r a une r éunion publique élect r onique, confo r mément au r èglement de p r océdu r e, confo r mément à l’a r ticle 34 de la Loi sur l’aménagement du territoire et aux a rr êtés p r is en ve r tu de la Loi su r la gestion des u r gences et la p r otection civile.
TAKE NOTICE that the Co r po r ation of the Township of Russell will hold a public meeting on the 3 rd day of November 2020 at 6:00 p.m. to consider the proposed Community Improvement Project Area and Community Improvement Plan for the 417 Industrial Park & the Embrun Business Park under Section 28 of the Planning Act, R.S.O 1990, as amended. AND TAKE NOTICE that as the p r ovince of Onta r io has decla r ed a State of Eme r genc y and continues to take significant steps to limit the t r ansmission of the COVID-19 vi r us, the Township continues to p r otect the health and safet y of the public, Council, Committee and Boa r d Membe r s, and emplo y ees while at the same time p r ocessing Planning Act applications. The r efo r e, the Township will hold an elect r onic public meeting, as pe r the P r ocedu r al B y -Law, in acco r dance with the Planning Act , Section 28 and o r de r s made unde r the Emergency Management and Civil Protection Act .

Le canton de Russell considè r e l’élabo r ation de ce plan d’amélio r ation communautai r e (PAC) comme une occasion de facilite r davantage la c r oissance économique et le développement du Pa r c Indust r iel 417 & Pa r c d’Affai r es à Emb r un. Le Pa r c Indust r iel 417 est p r incipalement zoné pa r c indust r iel non desse r vi, avec quelques zones d’exceptions. Le pa r c d’affai r es à Emb r un est p r incipalement composé de zones pa r c d’affai r es (BP) et de ce r taines zones comme r ciales géné r ales (C) le long de sa pa r tie sud-est. Le PAC p r oposé s’applique r ait à la zone d’amélio r ations communautai r es ci-jointe (Cédule A). Le PAC se r vi r a de cad r e à long te r me qui o r iente r a et guide r a les amélio r ations et p r ojets pilotés pa r la municipalité. Le document contient également des di r ectives de conception destinées à développe r des secteu r s visuellement att r a y ants et du r ables. The Township of Russell views the development of this Communit y Imp r ovement Plan (CIP) as an oppo r tunit y to fu r the r facilitate economic g r owth and development of the 417 Indust r ial Pa r k and Emb r un Business Pa r k. The 417 Indust r ial Pa r k is p r edominantl y zoned Indust r ial Pa r k-Unse r viced, with some special exceptions. The Emb r un Business Pa r k is p r edominantl y zoned Business Pa r k (BP), and some Gene r al Comme r cial (C) zones along its southeast po r tion. The p r oposed Communit y Imp r ovement Plan (CIP) would appl y to the Communit y Imp r ovement P r oject A r ea attached he r eto (Schedule A). The CIP will se r ve as a long-te r m f r amewo r k that will di r ect and guide imp r ovements th r ough financial incentives and municipall y d r iven p r ojects. The document also contains design guidelines that a r e intended to build visuall y att r active and sustainable CIP p r oject a r eas.
