Emergency Response Plan: Minnesota Emergency Operations Plan Escorts: Depending upon the nature of the shipment, the State may choose to provide an escort. Fees/Permits: Spent fuel and HLW: $1,000 per cask for each vehicle in each shipment. [Minnesota Statutes Section 116C.731] routinely inspect hazardous materials (including high-level radioactive waste) shipments. However, in the event of a major shipment campaign, the state may choose to inspect certain/all shipments. Title 49 CFR 385.415 requires that all Highway Route Controlled Quantity shipments of radioactive material originating in Minnesota, or crossing an international border into Minnesota, must be inspected by a CVSA Level VI-certified motor carrier inspector prior to transportation.
