Directors’ report The directors of the Electricity Networks Corporation trading as Western Power ( Western Power ) present this report for the reporting year ended 30 June 2025. This is in accordance with the Government Trading Enterprises Act 2023 ( GTE Act ) and the Government Trading Enterprises Regulations 2023 ( GTE Regulations ). Comparative amounts are for the previous reporting year from 1 July 2023 to 30 June 2024. Western Power’s principal activities The principal functions of Western Power are to: • manage, plan, develop, expand, enhance, improve and reinforce the electricity transmission and distribution networks known as the South West Interconnected Network ( SWIN ) • provide and improve electricity transmission and distribution services from the SWIN • provide access to services of network infrastructure facilities as required and authorised by the Electricity Industry Act 2004 (WA), the Regulations under that Act, and the electricity system and market rules • provide ancillary services. In performing its functions, Western Power must act in accordance with the requirements of the GTE Act: • Section 7 – to advance the public benefit through the performance of its function. • Section 9(1) – to perform in accordance with its statement of expectations and annual performance statement and, in particular, must; (a) endeavour to pursue performance objectives and attain key performance indicators contained in its annual performance statement, and (b) endeavour to achieve financial outcomes that are consistent with forecasts and forward year estimates contained in its annual performance statement.
• Section 9 (2) – in performing its function must, consistently with its purpose; (a) endeavour to achieve policy objectives set out in its policy order (b) act in accordance with prudent commercial principles. There have been no significant changes in the nature of Western Power’s principal activities during the reporting year ended 30 June 2025. Western Power’s directors The below persons were directors of Western Power as at the date of this report, see table 1 below. Changes to directors during the current reporting year include: • Mr Greg Martin retired as Deputy Board Chair on 9 August 2024 • Ms Eva Skira retired as non-executive director on 28 May 2025 • Ms Andrea Hall was appointed as Deputy Board Chair effective 20 December 2024 through to 28 May 2025 • Mr Michael Barnes was appointed as a non-executive director and Deputy Board Chair for a three-year term, with effect from 29 May 2025. It was announced on 15 August 2025 by the Minister that Mr Barnes has been appointed as Board Chair effective December 2025.
