A
sbestos is a mineral fiber found naturally in certain unique rock
or specialty paper remained banned. Effects: Asbestos exposure becomes a health concern when high concentrations of asbestos fibers are inhaled over a long time period. The diseases are very unlikely to result from a single, high-level exposure or from a short period of exposure to lower levels. Uses: Asbestos is bonded into the matrix of vinyl floor tile, in the glue used for carpet adhe- sion, in walls, and often in the very concrete that supports building foundations. It is usu-
ally found in roofing felts and potentially in the brick and mortar with which buildings are constructed and covered. It is used in fire doors, art mate- rial, and older cooling units in food service areas. Rules and Regulations for Asbestos: The federal government has developed several laws and regulations designed to govern the use of asbestos and better protect the public. In 1986, the Asbestos Hazard Emergency Response Act (AHERA) was signed into law as Title II of the Toxic Substance Control Act (TSCA). The sections of AHERA
relating to abatement are and have been enforced since De- cember 24, 1987. The Asbestos School Hazard Abatement Re- authorization Act (ASHARA), passed in 1990, required ac- creditation of personnel work- ing on asbestos activities in schools, and public and com- mercial buildings. Management: Asbestos materials can be managed in several ways: Removal or Abatement: This involves the taking out or the stripping of substantially all asbestos containing materi- als from an area or functional space.
Encapsulation: This in- volves the treatment of asbes- tos containing materials with a material that surrounds or embeds asbestos fibers in an adhesive matrix to prevent the release of fibers. Enclosure: This involves creating an air-tight, imper- meable, permanent barrier around the asbestos containing materials to prevent the release of asbestos fibers into the air. It is strong, flexible and e f f e c t i v e l y protects or in- sulates from the damage caused by ex- tremes in temperature, espe- cially from fire or heat. History: At the turn of the twentieth century, researchers began to notice a large number of deaths and lung problems in asbestos mining towns. The first diag- nosis of asbestosis was made in England in 1924. In 1931, laws were passed in England to increase ventilation and to make asbestosis a compen- sable work-related disease. The United States followed about ten years later. In the 1930s, major medi- cal journals began to publish articles that linked asbestos to cancer. In the early 1970s, evi- dence began to emerge which proved asbestos dust posed a serious risk to the health of workers exposed to asbestos in the workplace. The 1980s and 1990s, public sentiment turned against asbestos and people began to insist on the removal of asbestos from public places and banning its use in everyday products. In 1989, the EPA banned passed a final rule banning most products which contained asbestos.
