The mission of the Department of University Police and Public Safety (UPPS) is to provide a safe and secure learning environment through education and enforcement. This briefing summarizes the department’s annual budget, staffing levels, criteria for optimal coverage and backup, and mutual aid relationships. The briefing also compares other college police forces in the State of Washington and nationally with comparable populations and demographic characteristics. CWU police are commissioned officers CWU officers attend the Washington State Criminal Justice Training Commission’s basic law enforcement academy. The academy is 19 weeks and upon completion the officers become certified peace officers with the authority to practice law enforcement in the State of Washington. After graduation, officers must complete a 14 week field training program through the hiring department and the overall process takes approximately 9-12 months. In 2019, the Western Association of Campus Law Enforcement Administrators (WACLEA) named CWU’s police department as WECLEA’s 2018 Department of the Year. Additionally, CWU Officer Pete Ross received the WACLEA 2018 Officer of the Year Award. WACLEA’s membership represents 47 higher- education campuses in Alaska, Washington, Oregon, California, Idaho, and British Columbia. The department was nominated for the award by the Associated Students of Central Washington University to recognize the department’s outreach efforts to more closely work with students. Budget The annual UPPS budget is funded from two sources: state funding and parking revenue. These monies are used to fund officer and administrative salaries and benefits along with goods and services. UPPS officers are classified employees represented in collective bargaining by the Washington Federation of State Employees. Officers earn 94.5 percent of the median for officers at similar institutions. The allocation for each category is detailed in Table 1; administrative salaries and benefits are excluded from this report.

1 WWU also employs five dispatchers at an additional $300,000 per year. 2 UPPS pays $91,435 annually to KITTCOM for dispatch services. This amount is current for 2019-2021.
