Board of Trustees meeting Agenda | May 2019

Future of CWUPD As we strategically plan for the future of CWUPD, our upcoming initiatives include conducting emergency management training with our students, faculty and staff, continuing to evolve community policing, become a campus partner in safety matters, and become a known campus resource. Our long-term funding goal is to transition police salaries from parking revenue to state funding and ensure we are appropriately staffed to support our future student demographics. To achieve this goal, we recommend investing in diversity hire to support an inclusive and welcoming campus. It is important to note that transitioning our officer salaries from parking revenue to state funding will not add any additional officers. It will address university funding priorities and resolve long-term the budget issues in parking. Based on the data presented in this report, at the current trend of student growth and call-volume increase we soon will be forced to have less interaction with our students and fewer outreach activities. Our department is defined by these student outreach activities and a reduction in service has the potential to negatively impact recruitment, retention, and student mental health. Our university strategic plan lays out clear and realistic goals for increased student enrollment and the services CWUPD provides is a critical part of this conversation. Conversely, dedicating a significant portion of parking revenue to officer salaries impedes the university’s ability to fund a long-term parking strategy. While there are several opportunities available to resolve parking issues on campus, underfunding will inevitably lead to more frustration among students, employees and guests during peak parking-demand times. At our current rate, we will see an increase in officer salaries over the next five years. Using the existing funding model, this increase will negatively impact the available funds for our goods and services as well as the parking fund. Looking into the future we believe it is critical for us to be more involved with our students, faculty and staff through the many services that we offer. In the end, we are more than a police department and we see ourselves as a strategic partner to the CWU community in recruitment, retention, and overall safety of our students.
