Summary: 2019-2021 Operating Budget, Capital Budget & Enacted Policy Legislation 2019 Washington State Legislative Session May 3, 2019 The Washington State legislative session concluded on time, April 28. However, legislative activity isn’t over. Through May 21, the governor may sign a bill, veto all or any part of a bill, or set the bill aside, in which case the bill becomes law without the governor’s signature. Arguably the most significant legislation he will consider during that time includes operating and capital budget bills. ESHB 1109/E2SHB 2158 OPERATING BUDGET Compensation: • Collective Bargaining Agreements: approves collective bargaining agreements for classified employees and supports for all state-funded employees 3-percent wage increases on July 1, 2019 and July 1, 2020. Compensation and central services are covered in a category called “Foundational support” and an appropriation of $1.819 million. Decision package funding: • Teacher Preparation- $1.050 million o $736,000 to expand student access to mental health counseling o $ 85,000 to fund Opioid Overdose Medication and .4 FTE to administer it. The budget also directs institutions to develop a plan for the maintenance and administration of opioid overdose medication and training of designated personnel to administer opioid overdose medication. • GAME ON! - $442,000 in one-time funds to support service to 500 underserved middle and high school students per year. Financial Aid: • State Need Grant is renamed Washington College Promise and becomes an entitlement - $162 million to serve half of the number of unserved students in 19-20 academic year and all students in 2020-21. Name change and entitlement take effect in 21-22. o $400,000/year to increase future teacher academies o $125,000/year to expand alternative route capacity • Mental & Behavioral Health –

• Opportunity Scholarships- $9.346 million

o Funding allows college bound students to receive both full amounts. o Funding also increased to reflect required private match.
