POLICY LEGISLATION

SB 5022 (Keiser) - This bill grants binding interest arbitration rights to university police officers. CWU submitted a fiscal note estimating implementation costs at approximately $31,000, but no funding was provided. The bill was signed into law by Governor Inslee on April 30 th and takes effect July 28, 2019 . HB 1139 (Santos) - This omnibus teacher shortage bill includes various provisions, including new statewide recruitment, conditional scholarships and loan repayments, and new-teacher mentoring. The section that provided funding for remote technology was not funded. The legislature approved the bill, which and now awaits the governor’s signature. HB 1621 (Ybarra) - This bill does away with a required “cut” score on the WEST-B basic skills assessment for admission into teacher preparation programs. This is PESB request legislation supported by CWU CEPS. The legislature passed HB 1621, it was signed into law by Governor Inslee on April 24 th and takes effect July 28, 2019. 2SHB 1973 (Paul) - This bill creates a pilot scholarship program for low-income students enrolled in Running Start and College in the High School. HB 1973 was signed into law by Governor Inslee on April 29 and takes effect July 28, 2019. ESSB 5410 (Mullet) - This bill requires institutions to award as much credit as possible for IB, AP, and Cambridge International. The bill also requires a process for retroactively awarding credit to students who enrolled this year, and requires institutions to post policies on their websites. The legislature approved the bill and it now awaits the governor’s signature. I-1000 - The legislature approved this initiative, which repeals the prohibition on affirmative action practices in hiring, contracting, and admission to public higher education institutions. The initiative takes effect July 28, 2019.
