• Formulate, justify and gain acceptance to proposals to secure resources for equipment to improve the provision of service for the ROH. • Implement requests and purpose changes to the signage package for the ROH on an ongoing basis. • Manage stationery contracts and services. General responsibilities: Safety and Compliance • Ensure that the ROH complies with all statutory regulations and codes of practice; liaise with all Local Authority, statutory rep- resentatives and community groups. • Ensure compliance with existing Health and Safety policy, safe working practices and ROH best practice, liaising closely with the Health & Safety Manager. • Ensure all incidents or accidents are proper- ly recorded and reported. • Assist with or implement risk assessments as required. • Sit on the ROH Organisation Risk Group. • Manage and operate Control of Contractor procedures for areas of responsibility. • Ensure MIP is updated • Liaise with engineering insurance inspectors to ensure compliance • Sit on H&S management group and H&S committee Contract Management • Direct and oversee the activities of external consultants and advisors, contractors and suppliers on a day-to-day basis, in compli- ance with service level agreements; ensure all necessary permits to work are obtained. • Prepare and tender contracts and specifica - tions, ensuring commercial competitiveness, with external assistance as required. • Meet and review on a monthly basis the reports, KPI’s & SLAs of Integral and Stage Blue against the required scope of services. Quality Control • Ensure that quality Performance indicators and method statements for the Facilities contract are reviewed with the relevant ac- count Directors. • Ensure that all Quality Performance Evalua- tion inspections are accomplished, analysed and documented in a timely manner. • Ensure the Facilities service offered to the

ROH and its commercial tenants suits cus- tomer needs and is competitive with outside providers. Budgetary Control • Formulate, control and manage the Facilities budget (circa £9.5m per annum, encompass- ing cleaning, security, stage and building engineering, utilities and administration) to maintain the premises at their best, protect- ing both internal and external assets and obtaining value for money at all times. • Oversee the tendering, ordering and invoice checking and payment processes for the above budgets. Environment • Ensure the ROH meets its statutory obliga- tions as regards environmental standards. • Provide professional leadership and advice to the Director of Operations and Estates & Facilities Director regarding environmental policy, issues, best practice and energy and waste management. • Operate and manage energy and waste man- agement processes and contracts. • Contribute to the environmental steering group and oversee any additional work. People Management • Support effective induction, training, perfor - mance and attendance management, Devel- opment Reviews and retention of the Estates team staff • Ensure specialised staff maintain their tech - nical and professional skills, knowledge and any required certifications • Ensure all team members are briefed on cur- rent department practices and are working to the correct procedures. • Maintain current knowledge of and work to ROH procedures relating to staff manage - ment • Ensure efficient allocation and use of re - sources (staff and their time); ensure that the Facilities team have the skills and knowl- edge to cover the functional areas required. Emergency Contact • Be on call 24/7 (or maintain that service with other qualified team members if ab - sent) as required for any emergencies which may occur.

PERSON SPECIFICATION

Essential Knowledge/Skills and Experience: • An exceptional, extensive and proven track record in a similar role. • Degree qualified engineer/ building professional, or proven competence through practical experi- ence • A detailed knowledge of the working practices and demands of a large complex public building. • Extensive working knowledge of statutory com- pliance within a medium to large, diverse and complex estate. • Previous knowledge and experience of maintain- ing buildings of historic, heritage importance. • Able to demonstrate strong budgetary under- standing and control. • Strong project management skills and ability to deliver to budget and deadlines. Track record of taking and accepting responsibility for projects and initiatives. • Ability to react quickly to situations, to be relia- ble and resilient, to perform consistently under pressure and to respond positively to changing circumstances. • Flexible and adaptable in thinking and approach, able to plan and manage change. • Ability to communicate both in writing and orally in a fluent and persuasive manner, in good clear English, and to listen, negotiate and be asser- tive as appropriate. • People management skills to ensure direct reports and team members have the requisite skills and knowledge and are competent and supported through training and coaching to achieve consist- ently high standards of performance. • Fairness and consistency in team management and application of ROH and Department policies, procedures and standards. • Flexibility to work varied hours including regular evenings and weekends. • Experience of AutoCAD or other drawing soft- ware, and proficient Microsoft Office user. • Researches, writes and presents robust and com- prehensive business cases. • Demonstrates leadership and management skills to motivate, coach and mentor team. • Willingness to work sustainably and consider new or improved ways of working to reduce our impact on the environment. • Evidence of Continual Professional Development.
