sults for other communities instead and the company had to correct that situation too. Scytl Canada chose to rerun the entire system with the electoral board monitor- ing results rather than rename the !les. This resulted in delayed posting of election results for several of municipal clients, but O’Connor stated, “Scytl and the Election Board con!rm that the election results are 100 per cent accurate.” Scytl Canada stated it has never experi- enced a similar situation before in handling more than 100,000 cyber elections during the past 10 years in more than 35 countries. It will evaluate an addition to its cyber vot- ing system to prevent such a glitch in future. Meanwhile several of the company’s seven Prescott-Russell clients are reviewing their experience with cyber voting. Alfred- Plantagenet Township was the one munici- pality that stuck with the traditional paper ballot system and experienced no great de- lays in the results of its civic election. In The Nation municipality, Mayor Fran- çois St-Amour and his new council will wait for administration to present a detailed re- port. But the mayor may already be having second thoughts about e-voting. “We’re really going to have to look at do we go back paper ballots?” he said. “We’re going to have to do something before the next election.” Mayor St-Amour expressed disappoint- ment with Scytl Canada’s explanation. “They were talking about server prob-

said. “I feel sorry for the (poll) clerks who had to sit waiting with nothing to report.” Township administration will provide council at a later session with a !nancial summary report on the cyber vote matter. The !nance department is still collecting and tallying details of sta" hours and other related expenses. The township will use the cyber vote sys- tem for the mayoral byelection, which takes place from Dec. 12 to 15. The City of Clarence-Rockland’s experi- ment with cyber voting twice su"ered glitches with secure mail-out delivery of the I.D. and P.I.N. numbers, forcing city sta" to create a replacement arrangement. The e"ort to get eligible voters their new I.D.s so they could cast their ballots resulted in delayed announcement of election re- sults for Clarence-Rockland. City administration is working on an anal- ysis for the new council on the cyber vote issue. The report should be ready for either one of the December meetings or for the January 2015 session.

The company responsible for the cyber voting setup for civic elections in seve- ral Prescott-Russell municipalities is now doing some damage control work to ex- plain what went wrong. Scytl Canada sent out emails to its mu- nicipal election clients following the Oct. 27 municipal elections. Scytl Canada spokes- man Brian O’Connor stated that the com- pany provided “secure online voting” in 21 municipalities for this year’s elections. The system set up allowed voters to cast ballots by either phone or computer Internet link using what were supposed to be con!den- tial Voter I.D. and P.I.N. numbers. The setup su"ered glitches, ranging from problems with the I.D. and P.I.N. number mailouts that raised concern about the se- curity of voter ballots to technical di$cul- ties that slowed down announcement of re- sults until close to midnight in some areas. Regarding the technical setup, O’Connor stated that it “ran as expected with election results being automatically created.” Scytl technicians noted during auditing “that election result !les had been mislabeled due to human error.” The results were still valid but !ve !les had the wrong munici- pality names attached to them. lems,” he said. “They should have been ready for that.” Russell Township council received a 20- page report from administration about cyber voting for the township. The report goes into detail on the strengths and weak- nesses of the setup. Coun. Calvin Pol made one critical observation about Scytl Cana- da’s overall handling of the situation. “I think one of the problems was lack of communications on their part (Scytl),” Pol 613-850-5744 La maison du store par Danny & Sandra Décor 100 stores en démonstration *Venez voir votre store avant de l’acheter* • Peinture • Tissus • Céramique • Cadeaux • Moulures décoratives Douches Vente - Design - Installation Spécialiste système schluter 3433, chemin Gendron, Hammond ON
