The Russell County detachment has had reports of people trying to sell fake jewellery for gasoline money at local service stations in the Village of Embrun. The same fraud routine may be attempted at other service stations elsewhere in the Prescott-Russell region. The suspects may sometimes use pressure tactics in order to get a sale. Russell Township is one of many Ontario municipalities willing to accept com- mercial marijuana stores as part of its business community. The township now has new policy guidelines to help it deal with any applications for provincial approval of a cannabis retail outlet. Township council approved a revised cannabis retail policy during its August 12 session. The policy authorizes administra- tion to review and provide comment to the Alcohol and Gaming Commission of Ontario (AGCO) about any approval applications for a cannabis retail outlet in Russell Township. Council asked administration, earlier in June, to develop the policy because, as noted in the current report, “Time limits do not make it practical” for staff to provide council with a report on applications to the AGCO before they are approved. The provin- cial government is holding a second lottery for 50 cannabis retail approvals, with the application window open from August 7 to 9 and the approval lottery itself scheduled for August 20. Seven application approvals are for Eastern Ontario. Township staff will monitor the AGCO’s website for applications from Russell Township. Staff will review the available information and then provide the AGCO with a detailed comments report based on the municipality’s new cannabis retail policy.

The policy emphasizes that any canna- bis retail outlet still has to meet provincial building code regulations and also municipal planning and zoning regulations. Comments briefs from the municipality will focus on whether the proposed location meets public health and safety guidelines, including provincial demands that the outlet not be within 150 metres of “sensitive” areas. That includes schools, daycares and nurseries, youth centres, libraries,
community centres, facilities that provide mental health or addiction treatment ser- vices, public parks, recreation facilities, and playgrounds, churches and Sunday schools, women’s shelters, and other facilities. The township policy also discourages “clustering” situations where two or more outlets are located close to each other in a business neighbourhood. The policy also forbids cannabis stores setting up in resi- dential neighbourhoods.
