Introduction and Overview

Estate Objectives

Leeds Beckett University has a long history that is reflected in the current estate, being the product of a number of amalgamations of educational establishments dating back to 1824. The oldest property has its origins from 1752; the newest we currently have was delivered in 2010. We operate over two major campus sites with a further separate area of sports pitches and a considerable portfolio of leased space the majority of which supports specialist teaching. The last 5 year strategy saw the conclusion of a programme of consolidation within the estate creating a more cost effective and efficient building portfolio. We have clearly focused on our teaching estate and divested ourselves of non-essential buildings, including some of our residential portfolio. The current non-residential estate consists of 60 buildings with a Gross Internal Area of 129,175m2. This currently supports the teaching of 19,827 full time Students and 2,317 members of staff.

The main objective of the Estate Strategy is to support our strategic activities with the most efficient and effective estate that can be delivered within sustainable resources. To deliver this the Estates Services needs to: • provide a modern learning and working environment to meet our mission and vision; • facilitate a wide range of spaces to support developments, in teaching, research and enterprise activities; • create flexible space in order to adapt to future changes in educational requirements; • create space that is fully accessible, meeting all ability needs; • produce and maintain campus and estate development Master Plans; • generate a capital works programme which goes beyond the period of our current strategy; • address any inefficiencies in space usage with emphasis on flexibility and appropriate timetabling analysis; • regularly validate the space needs of our institution to ensure that functional suitability is maximized; • establish and maintain clear routine, statutory and long term sustainable maintenance plans to raise the condition of the estate; • consider opportunities for efficiencies through shared services with similar institutions; • reduce carbon emissions to meet carbon targets.

Job description

Senior Design Manager Purpose of the Job

Managing and leading the technical aspects of the capital programme & projects, working with the Project Managers, Maintenance Team, Design Team & Solutions Manager (SM), co-ordinating the formation of appropriate design strategies, ensuring that they are adhered to and supported by a Plan for each Stage involving the wider team It provides the essential connection between the interpreted response to the client’s needs (which is what the design is in essence), and the construction process, which brings that response into reality as a building, structure or facility. It ensures robustness to the design, safeguarding quality of technical specifications and standardisation of components. The Senior Design Manager is an integrator and brings in the various parts of the design into a coherent flow which is: • appropriate • time-specific.

Responsibilities

Development and completion of the design • Advise and support the Requirement Manager and Programme Office Manager in the production of the business case on all design and works procurement matters relating to all 5 cases. • Ensure completion of all workstreams, through the RIBA stages, linked to coordination, delivery, soundness and production of designs to deliver: o The Masterplan and its associated capital programme, inclusive of all works packages for the programme, initially focused on RIBA plan of work for technical brief development and then concept design. o All Minor New Works and the Maintenance Improvement Programme. • Ensure the design for the Masterplan and any associated sub-programmes meet the appropriate standards and specifications taking into consideration: environmental and sustainability targets; Space Management policy; alignment with the Strategic Asset Management plan; BIM level 2 and wider organisational information requirements. • Identify and coordinate key interfaces between design team consultants and/or contractors. • Manage the development of design information for construction works packages in accordance with the agreed procurement schedule. • Arrange appropriate distribution of information for comment/approval to all appropriate parties, including contractor’s team by use of a Common Data Environment (CDE) • Manage the process to identify design issues and facilitate resolutions, ensure rigorous application of Risk & Value Management processes, challenging technical solutions to provide best value. • Review design information to ensure commercial/contractual obligations are met and the buildability of all elements has been addressed fully. • Manage the Quality Assurance process to deliver a federated Building Information Model that meets all of the Employers Information Requirements. • Build and document a technical legacy to improve existing knowledge and introduce new techniques, where appropriate, to benefit the University Estate from greater efficiency and effectiveness. • Advise the Head of Estates and Head of Projects on all professional, technical, statutory and matters relating to technical standards for architecture and engineering in respect of the design. • Manage all statutory and other approvals required for the programme, includes planning consent, listed building consent, building control approval and any BREEAM accreditations. Stakeholder management, communication and representation • Manage stakeholder inputs to the design process, and resolve conflicting stakeholder requirements to maintain design momentum • Prepare or manage the production of a range of technical and non-technical reports and papers as required by the Programme Board or associated Project Boards. • Act as spokesperson for the technical aspects of the design and develop strong relationships with external consultants and the supply chain. • Represent the Programme to the media when required.

Contract management and finance

• Manage the production of technical briefs and NEC3 Scopes for professional services contracts.

• Managing external consultant including fee proposals, appointments, variations with referral to the Head of Projects for approvals • Contract manage the external professional services of architectural, engineering and programme management on a commercial, time and quality basis.

• Budget manager for any consultancy support for the design.

Management and leadership

• Build the internal Design Delivery Team, developing the team structure and lead on recruitment of all roles. Responsible for setting and managing SMART objectives, encouraging learning and day-to- day management of the team. Ensure the Individual Performance Reviews are carried out for staff in the Design Delivery Team. Research and develop new ways of working and manage continuous change within the team. • Effective and constructive membership of the Project Team, contributing to the strategic direction of the Estates Services

• Deputise for the Head of Projects, when appropriate.

• Membership of programme and project boards as required.

Terms & Conditions

Terms & Conditions of Service are as determined by the Vice-Chancellor for Support staff (within a framework set by the Board of Governors), and will have regard to any national recommendations arising from negotiations between the Universities and Colleges Employers Association (UCEA), and the recognised trade unions in so far as these are adopted by the Board / Vice-Chancellor. Salary is currently within Grade 8. On appointment staff will normally be placed on the first point of the substantive grade for the post. Appointment above this will only be on an exceptional basis and subject to approval in line with our University’s Pay Policy. *Support Staff Annual leave entitlement begins at 38 days + 8 days bank holiday and 3 days Christmas Stand down.

Hours of work per week = 37.

Probationary Period

Appointment to this position may be subject to a probationary period of up to 3 months, in line with our probationary policy. A copy of our probationary policy is available on our website or on request from Human Resources.

Senior Design Manager Qualifications, Skills, Experience & Knowledge

1. The understanding and experience in applying the principles and processes of project management as commonly expressed by APM, Prince2 etc.;

2. An excellent knowledge of practical construction methodology in addition to a strong track record in managing technical information on projects.

3. An understanding of the application of Soft Landings principles and utilisation of Building Information Management to achieve a focus on Smart buildings.

4. Degree qualification in a relevant Design / Construction discipline and a membership of a recognised construction related professional body.

Performance Attributes Planning and Organisation

5. Able to establish project needs, including resources and deliverables, and to use these to develop a project delivery strategy and plan workloads for others. Experience of establishing and successfully applying key performance indicators to monitor and measure performance; Service Delivery 6. Experience of the organisation, delivery and coordination of high quality complex projects, actively seeking and acting on feedback from internal and external stakeholders in order to ensure the continuous improvement and enhancement of our estate. Teamwork 7. Strong interpersonal and communication skills are required, coupled with an ability to form effective relationships with key stakeholders and delivery team members under time pressure. Experience of leading and co-ordinating a team, setting group and individual objectives and providing support.and/or coaching, as necessary. Communication
