Central Washington University Board of Trustees July 17, 2026 ACTION – Faculty Code Updates Background:

During the 1946-1947 academic year, the CWU faculty created a “Faculty Code of Personnel and Policy,” which was subsequently approved by the faculty, president and Board of Trustees. This Code established an 11-member Faculty Council, which, in 1962, became the Faculty Senate. Section IV(F)6 of the Faculty Code outlines the process for amendments. After a comprehensive review by the Faculty Senate Bylaws and Faculty Code Committee (BFCC) and the full Faculty Senate, the Faculty Senate presents recommendations for amendments to the Board for approval. Although not required in the Code, the Faculty Senate has shared these recommended changes with the Provost and the Board of Trustees Academic Affairs Committee to address questions prior to bringing the changes forward to the full Board. At the July 2025 Board meeting, there was some confusion about the Faculty Code amendment and approval process, and the Board opted to approve the recommended amendments on an interim basis. Therefore, the changes presented here include both those from the 2024-2025 academic year which were approved on an interim basis and new recommended amendments from the 2025-2026 academic year. Summary and Rationale for Proposed Code Amendments: The Faculty Senate asks for approval of changes to the Faculty Code which were approved by the Faculty Senate at the following meetings: 1) March 5, 2025: Interim Approval by the Board in July 2025 - Motion No. 24-20: Modify Faculty Code Section IV, EC Members Complaint Process, as outlined in Exhibit A. a. Summary: Added language to Section IV.G.d.vi to clarify that EC members should recuse themselves when issues or grievances are brought forward from their departments. b. Rationale: Recusal is necessary to avoid potential conflicts of interest for the parties involved. 2) May 7, 2025: Interim Approval by the Board in July 2025 - Motion No. 24-08: Revise Faculty Code section IV to allow four NTT senators as outlined in Exhibit B. a. Summary: Removed old language from Section IV.B.1.a.iii. Added new language to Section IV.B.1.a.iii to allow four NTT senators and outline eligibility. i. Added language to Section IV.B.1.a.iii.a and IV.B.1.a.iii.b to outline what happens if a drop in WL makes the NTT faculty ineligible to serve and details which entity an NTT senator can serve for if they work in more than one college. ii. Added language to Section IV.B.2.b to clarify term appointments for NTT senators. b. Rationale: It is important that non-tenure track (NTT) faculty members have a voice in the governance of the institution. This change expands NTT senators from two senators-at-large to four senators representing colleges/units. i. Removal of iii. CWU centers no longer have senators representing the individual centers. Departments and programs at the centers are represented by their respective department senators. NTT senators at the CWU centers will be represented by their respective CAH, CEPS, COTS and NTT senator-at-large. The NTT
