CORE ACCOUNTABILITIES Strategic Planning
You responsibility is to assist in ensuring that FRCS provides a high level of service to the University of Liverpool in terms of quality, programming and cost effectiveness on all of the University of Liverpool’s construction and maintenance projects. The post holder will primarily assist other members of the team from the Design Group, Capital Projects Group, Property and Space Group, as well as the University Subsidiary Companies, act as the Senior Mechanical & Electrical Engineer on projects or assist on schemes for the Capital Project Team under the direction of the Head of the Engineering Services Group and Senior Team. The duties of the post will involve responsibility for managing a small team of multi discipline consultants delivery of individual projects and assisting the Head of Engineering Services Group & Senior Team with the delivery of a portfolio of projects from the approved Capital Programme. You will be required to manage building services elements of schemes ranging from circa £25k to £120M which requires co-ordination of internal FRCS staff and Framework Consultants. Embrace and actively promote the Facilities Residential and Commercial Services (FRCS) objectives, values and vision, to ensure the guiding principles are put into practice in the day to day work relationships with clients and colleagues. Support the development of the Estate Strategy and Masterplan, ensuring it is delivered as well as updated to meet operational and strategic requirements. Service Delivery Must have experience of working within a further education environment, within a laboratory environment would be an advantage, on mechanical and/or electrical installations which includes new build projects and refurbishment schemes in a variety of building types together with relevant Project Manager experience to lead on projects with a substantial mechanical and electrical services emphasis. To take a leading role in setting and agreeing standards for building services installations and to advise internal and external professionals. Takes a leading role and provides technical support as required for the University’s mechanical and electrical engineering infrastructure to assist with future capacity or upgrade planning in line with the University’s Estates Strategy & Major Capital Programme. To have a good understanding of the differing forms of building services installations and to stay abreast of developments in the industry particularly with regards to sustainability. Liaise with departments to establish design briefs for schemes to be designed and procured within the University or through the use of external services Consultants and Contractors. Manages external consultants and contractors providing them with detailed briefing instructions, ensuring design information comply with the University’s objectives and to monitor their performance together with the quality of their design, throughout the life of the project through to financial completion. Ensures external consultants are employed in accordance with the University’s Procurement Policy and through the Frameworks Agreement procedures. Produce estimates and feasibility budgets for new works, replacements, adaptation and the extension of existing installations and to appraise feasibility and budget information provided by Consultants.
