Calvin Pol, who replaced Craig Cullen after he stepped down to become the new pub- lic works director, has not yet !led nomin- ation papers or indicated he plans to run in October. If Pol decides not to run then council will be in a “lame duck” situation after Sept. 12. Under provincial law, a “lame duck” coun- cil has no authority to either appoint or re- move any municipal o"cials, or to hire or !re municipal employees. The council in such a case also cannot approve the sale of any municipal property which is $50,000 or more in value at the time, or approve any purchases or other expenses or liabilities for the municipality that are more than $50,000 in value, unless those items were already approved as part of the current municipal budget. Council can delegate authority for all these matters to the chief administrative o"cer (CAO) for the duration until after the election and a new council sworn in. But it must approve the bylaw for that tempor- ary authority before the municipal election nomination day deadline. During the 2010 civic election the council then delegated that authority to the CAO at that time. Council can choose not to pass such a bylaw but then if a “lame duck” situation simply cannot have hunters in unknown numbers accessing lands while others use these areas for recreation, organized hunt- ing and other activities. It’s not safe,” says Hendry. Wildlife on SNC lands that may be hunted, in season, include deer, moose, wild tur- key, ru$ed grouse, woodcock, ducks, and rabbits. Hendry emphasized that hunters should exercise caution, including wearing blaze orange. To obtain a letter of permission visit www. nation.on.ca, complete the form and send it to the SNCA o"ce. EMBRUN | When the o"cial municipal election campaign period begins next month there might not be much of any- thing Russell Township council members can do besides review reports and ap- prove certain resolutions. After the Sept. 12 deadline for nomin- ations in this year’s civic election, Russell Township may become a “lame duck” coun- cil under the guidelines of the Municipal Act. Three of the !ve council members sit- ting have !led their nomination papers for re-election but that just means three-!fths of the existing council may be back again in chambers after the October election. The Municipal Act states that if less than three-quarters of an outgoing council may become part of the new council after an election, then the municipality has a “lame duck” council situation until the actual elec- tion takes place, the ballots counted, and the new council sworn in before the end of the year. Coun. Éric Bazinet has already declared he will not seek re-election. Interim Coun.

The South Nation Conservation Author- ity reminds hunters they only have until September 1 to get discounted fees for hunting on SNC lands. From January 1 to August 31 the fee is $30. On September 1 the fee goes up to $50. “The two-tiered fee structure better re- #ects the demand on sta$ according to the time of year,” said Jim Hendry, Team Lead, Property. “It’s in the hunters’ best interest to get the letter of permission before Septem- ber 1st to save some money.” Hunters on SNC lands without permission may be charged or !ned.
