One suggestion from themayor is for the creation of municipal bonds. “All municipalities of Ontario are facing financial problems in being able to make developments (happen),” stated mayor Lamadeleine. “The province wants to create jobs, but it also needs financing for infrastructure. So what is the answer?” The mayor offered two suggestions. First was a longstanding request from him and other Prescott-Russell mayors for removal of water and sewer capital works from the annual municipal debt load. The argument is that water and sewer services are covered through user fees that residents and businesses pay for, and those services are not part of the main municipal capital budget. Other infrastructure works like roads and bridges are paid for through the regular capital works budget using a portion of the municipal tax levy, senior government grants, municipal loans, or a combination of any of the three financingmethods.
